    Purpose of the Tender

    The municipality seeks to appoint a suitably qualified professional service provider to manage, maintain, and implement the Rural Roads Assets Management System (RRAMS) across the district for a period of three financial years.

    Scope of Work

    The appointed service provider will:

    2. Road Condition Assessments

    Conduct comprehensive assessments of:

    Surfaced Roads

    • Pavement condition surveys.
    • Surface deterioration analysis.
    • Structural assessments.

    Unpaved Roads

    • Gravel road condition assessments.
    • Surface performance evaluations.
    • Maintenance requirements identification.

    3. Asset Inventory Management

    Develop and update databases for:

    • Roads
    • Bridges
    • Culverts
    • Drainage structures
    • Road furniture
    • Ancillary infrastructure

    4. Traffic Data Collection

    Collect and analyse:

    • Traffic volumes.
    • Vehicle classifications.
    • Road usage patterns.

    5. GIS and Mapping Services

    Develop and maintain:

    • GIS-based road asset databases.
    • Spatial mapping systems.
    • Asset location information.
    • Infrastructure monitoring tools.

    6. Planning and Prioritisation

    Prepare:

    • Maintenance prioritisation plans.
    • Rehabilitation programmes.

    Minimum requirements:

    • BTech or National Diploma in Civil Engineering.
    • Registration with Engineering Council of South Africa (ECSA).
    • Significant road asset management experience.

    GIS Practitioner

    Minimum requirements:

    • BSc in Geoinformatics or related qualification.
    • Registration with South African Geomatics Council.
    • GIS asset management experience.

    Project Administrator

    Minimum requirements:

    • Relevant administration qualification.
    • Experience in project administration and reporting.
