Purpose of the Tender
The objective of this project is to determine and report on the rehabilitation, closure, post-closure monitoring, and maintenance costs of municipal landfill sites and quarries in accordance with the requirements of GRAP 19 (Provisions, Contingent Liabilities and Contingent Assets).
The assessment will enable the municipality to make accurate financial provisions for environmental rehabilitation liabilities during the 2025/26 financial year.
Scope of Work
The appointed service provider will be required to conduct a comprehensive assessment of landfill and quarry rehabilitation obligations for sites located in:
- Kroonstad
- Viljoenskroon
- Steynsrus
Key Deliverables
1. Rehabilitation Planning
- Develop end-use rehabilitation plans for all identified landfill and quarry sites.
- Assess environmental closure requirements.
- Recommend rehabilitation strategies and post-closure land use options.
2. Cost Estimation
- Prepare detailed schedules of quantities.
- Calculate:
- Closure costs
- Rehabilitation costs
- Post-closure monitoring costs
- Long-term maintenance costs
- Provide supporting documentation for all cost assumptions.
3. Remaining Airspace and Lifespan Assessment
- Determine remaining landfill capacity.
- Estimate operational lifespan of each landfill and quarry.
- Assess future rehabilitation liabilities.
4. Site Assessments
- Conduct physical site visits.
- Gather environmental and operational data.
- Include photographic evidence in reports.
5. Audit Support
- Provide 15 hours of support during external audit processes.
- Assist municipal officials with queries relating to calculations and methodologies.
Technical Requirements
The service provider must:
