Responsibilities:
Monitor and support the municipal budget preparation process to enhance budget credibility
Assess compliance with the Municipal Finance Management Act (MFMA), Treasury Regulations, and relevant circulars
Monitor the implementation of the Financial Management Capability Maturity Model (FMCMM) and related action plans for budget and In-Year Monitoring (IYM)
Oversee municipal adherence to the Municipal Standard Chart of Accounts (mSCOA)
Provide technical guidance and assess financial management performance at municipal level
Manage and lead the Sub-directorate’s resources to ensure efficient and effective operations
Qualifications:
Relevant degree in:
Accounting
Public Finance
Economics
Or an equivalent qualification
Minimum 5 years of relevant experience in municipal budgeting or financial management
At least 3 years of experience in a junior management/Assistant Director position
In-depth knowledge of:
MFMA and related circulars
Budgeting and financial analysis
Municipal budgets and reporting regulations
Municipal Property Rates Act
Treasury Regulations and mSCOA
Skills:
Strong leadership and strategic planning skills
Excellent written and verbal communication
High-level proficiency in budgeting, reporting, and financial analysis
Strong interpersonal, analytical, and problem-solving abilities
Presentation and persuasion skills
Computer literacy
Valid driver’s license

Salary: R896,436 per annum (Level 11) – all-inclusive remuneration package
