    Job Title: Deputy Director: Municipal Budgets and IYM Management

    Responsibilities:

    • Monitor and support the municipal budget preparation process to enhance budget credibility

    • Assess compliance with the Municipal Finance Management Act (MFMA), Treasury Regulations, and relevant circulars

    • Monitor the implementation of the Financial Management Capability Maturity Model (FMCMM) and related action plans for budget and In-Year Monitoring (IYM)

    • Oversee municipal adherence to the Municipal Standard Chart of Accounts (mSCOA)

    • Provide technical guidance and assess financial management performance at municipal level

    • Manage and lead the Sub-directorate’s resources to ensure efficient and effective operations

    Qualifications:

    • Relevant degree in:

      • Accounting

      • Public Finance

      • Economics

      • Or an equivalent qualification

    • Minimum 5 years of relevant experience in municipal budgeting or financial management

    • At least 3 years of experience in a junior management/Assistant Director position

    • In-depth knowledge of:

      • MFMA and related circulars

      • Budgeting and financial analysis

      • Municipal budgets and reporting regulations

      • Municipal Property Rates Act

      • Treasury Regulations and mSCOA

    Skills:

    • Strong leadership and strategic planning skills

    • Excellent written and verbal communication

    • High-level proficiency in budgeting, reporting, and financial analysis

    • Strong interpersonal, analytical, and problem-solving abilities

    • Presentation and persuasion skills

    • Computer literacy

    • Valid driver’s license
