    Salary Package

    The annual package is all-inclusive and consists of:

    • 70% basic salary.
    • A state contribution to the Government Employee Pension Fund.
    • A flexible portion that may be structured in accordance with applicable guidelines.

    Job Overview

    The Director: Supply Chain Management will be responsible for managing and coordinating the Department’s supply chain activities and ensuring that procurement and related processes are conducted in a fair, equitable, transparent, competitive and cost-effective manner.

    The role requires an experienced SCM professional with strong knowledge of the Public Finance Management Act (PFMA), the SCM regulatory framework and the legislation and prescripts governing procurement within the Public Service.

    The successful candidate will also manage the human, financial and asset resources of the Directorate while ensuring effective service delivery to departmental clients.

    Key Responsibilities

    The successful candidate will be responsible for:

    Demand and Acquisition Management

    • Develop and manage demand and acquisition management processes.
    • Manage and coordinate the sourcing and purchasing of all goods and services required by the Department.
    • Evaluate spending on goods and services against the Department’s Demand Management Plan.
    • Ensure procurement decisions are aligned with applicable policies and legislation.
    • Ensure goods and services are sourced through fair, equitable, transparent, competitive and cost-effective systems.

    Supplier and Contract Management

    • Maintain and manage relationships between acquisition management and suppliers.
    • Monitor supplier performance and relationships.
    • Coordinate supplier scheduling and delivery times.
    • Ensure continuity of supply of required goods and services.
    • Support effective contract and supplier management processes.

    Logistics and SCM Performance

    • Develop, manage and maintain logistical information.
    • Monitor and manage SCM performance.
    • Ensure supply chain processes support efficient departmental operations.
    • Establish performance standards relating to service delivery to departmental clients.

    Policy and Compliance

    • Develop and maintain manuals relating to SCM policies and procedures.
    • Ensure compliance with the PFMA and SCM regulatory framework.
    • Ensure procurement activities comply with all relevant Public Service prescripts.
    • Implement and monitor appropriate SCM policies, procedures and controls.
    • Promote sound governance throughout the supply chain function.

    Directorate Management

    • Manage the human resources of the Directorate.
    • Manage departmental assets under the Directorate’s control.
    • Manage financial resources and expenditure.
    • Ensure that the Directorate operates effectively and efficiently.
    • Promote quality service delivery and accountability.

    Minimum Requirements

    Applicants must have:

    • An appropriate Bachelor’s Degree at NQF Level 7, recognised by SAQA, in:
      • Supply Chain Management;
      • Logistics;
      • Public Management; or
      • A related field.
    • At least 5 years’ experience at middle or senior managerial level.
    • 7 years or more experience in Supply Chain Management.
    • Experience in various areas of SCM, including:
      • Procurement.
      • Logistics.
      • Inventory management.
      • Contract management.
    • Knowledge of the Public Finance Management Act (PFMA).
    • Knowledge of the SCM Regulatory Framework.
    • Knowledge of all prescripts governing procurement in the Public Service.
    • Knowledge of customer-service principles, including Batho Pele principles.
    • Technical knowledge relevant to Supply Chain Management.
    • Knowledge of budgeting and financial management.
    • Understanding of SCM policies and procedures.
    • Computer literacy.
    • A valid driver’s licence.

    Added Advantage

    The following will be advantageous:

    • A postgraduate qualification in Supply Chain Management or Procurement.
    • An MBA.
