Salary Package
The all-inclusive annual package consists of:
- 70% basic salary.
- A state contribution to the Government Employee Pension Fund.

Job Overview
The Director: Regulatory Systems and Stakeholder Management will be responsible for supporting the implementation of investment projects by helping to reduce government red tape and facilitating effective cooperation between government, private-sector stakeholders and relevant institutions.
The role will focus on investment facilitation, stakeholder management, catalytic projects and regulatory systems while contributing to the Department’s strategic programmes and priorities.
The successful candidate will also be responsible for managing the human, financial and asset resources of the Directorate.
Key Responsibilities
Investment Facilitation and Regulatory Management
- Provide support to fast-track investment projects.
- Assist in reducing government red tape to enable effective implementation of investment project plans.
- Facilitate and promote the Investment Value Chain in relation to investment projects.
- Support processes that improve the regulatory environment for investment.
- Identify and address regulatory challenges that may delay investment initiatives.
- Contribute to effective investment promotion and facilitation.
Stakeholder Management
- Cultivate and strengthen lasting stakeholder relationships for the Department and the Free State Province.
- Coordinate and engage with sector stakeholders.
- Build productive relationships with government institutions, private-sector organisations and relevant public entities.
- Facilitate collaboration between stakeholders to support investment and development objectives.
- Promote effective communication and cooperation across the investment value chain.
Catalytic Projects
- Oversee the implementation of private-sector catalytic projects in the Province.
- Support the development and implementation of project plans.
- Monitor project progress and ensure that projects remain aligned with strategic objectives.
- Facilitate the allocation and effective use of resources.
- Identify challenges that could affect successful project delivery and support appropriate interventions.
Government Programmes and Strategic Initiatives
- Implement departmental programmes arising from Executive Council Resolutions.
- Support programmes arising from Budget Vote meetings.
- Participate in engagements with institutions such as the Department of Trade, Industry and Competition (the dtic) and relevant Public Entities.
- Ensure that agreed programmes and initiatives are effectively implemented.
- Contribute to strategic discussions and departmental initiatives.
Strategic Planning
- Contribute to the development of strategic documents for the Department.
- Provide relevant stakeholder and regulatory insights to support strategic planning.
- Assist in aligning investment and stakeholder-management initiatives with departmental priorities.
Directorate Management
- Manage the human resources of the Directorate.
- Manage financial resources and expenditure.
- Manage departmental assets under the Directorate’s responsibility.
- Ensure effective and efficient use of Directorate resources.
- Promote accountability, sound governance and quality service delivery.
Minimum Requirements
Applicants must have:
- An appropriate Bachelor’s Degree at NQF Level 7, recognised by SAQA, in:
- Economics;
- Business Management; or
- A relevant field.
- At least 5 years’ experience at middle or senior managerial level.
- At least 7 years’ experience in a role focused on:
- Coordination of sector stakeholders; and
- Regulatory management.
- An in-depth understanding of the business regulatory management environment.
- Experience in managing catalytic projects, including:
- Developing project plans.
- Allocating resources.
- Monitoring project progress.
- Understanding of investment promotion and facilitation.
- Understanding of the financial implications associated with regulatory compliance and stakeholder management.
- Computer literacy.
- A valid driver’s licence.
