Job Overview
The Director: Provincial Council on AIDS will play a strategic role in coordinating and overseeing the Free State’s response to HIV, TB and STIs.
The position is responsible for providing professional administrative and secretariat services to the Free State Provincial AIDS Council, overseeing the implementation of the integrated multi-sectoral Provincial Implementation Plan and coordinating stakeholders involved in HIV, TB and STI programmes.
The successful candidate will also provide strategic support to the Provincial AIDS Council and its district and local structures while ensuring that human, physical and financial resources are managed effectively and in accordance with applicable legislation.
Key Responsibilities
Provincial AIDS Council Support
- Provide professional administrative and secretariat services to the Free State Provincial Council on AIDS.
- Provide strategic support to the Free State Provincial AIDS Council and its structures.
- Support District and Local AIDS Councils.
- Manage and coordinate activities relating to the Provincial AIDS Council.
HIV, TB and STI Programme Implementation
- Manage and provide oversight on the implementation of the integrated multi-sectoral Provincial Implementation Plan for HIV, TB and STIs.
- Monitor and evaluate the multi-sectoral response to HIV, TB and STIs across the province.
- Ensure that provincial strategies and programmes are implemented effectively.
- Provide strategic guidance to stakeholders involved in HIV, TB and STI programmes.
Programme Forums and Resolutions
- Manage the establishment of HIV, TB and STI-related Programme Forums.
- Monitor and oversee the implementation of resolutions arising from these forums.
- Coordinate stakeholders to ensure that agreed actions and programmes are implemented.
- Monitor progress and provide strategic oversight of programme activities.
Stakeholder Coordination and Social Mobilisation
- Supervise multi-stakeholder coordination relating to HIV, TB and STI programmes.
- Oversee social mobilisation initiatives, including door-to-door HIV and TB programmes.
- Strengthen collaboration between government departments, NGOs, donor-funded programmes and other relevant stakeholders.
- Support coordinated implementation of provincial HIV, TB and STI initiatives.
Resource Management
- Manage human, physical and financial resources in accordance with relevant legislation, directives and prescripts.
- Ensure effective and responsible utilisation of departmental resources.
- Apply appropriate planning, organising, monitoring and resource-management practices.
Minimum Requirements
Applicants must meet the following requirements:
- An appropriate NQF Level 7 qualification recognised by the South African Qualifications Authority (SAQA).
- A qualification in Public Health or a related discipline is preferable.
- At least 5 years of experience at middle or senior managerial level.
- Experience in:
- Social science.
- HIV-related issues.
- TB-related issues.
- STI-related issues.
- Working with Non-Governmental Organisations (NGOs).
- Donor-funded programmes.
- Monitoring and evaluation of policies and implementation strategies.
- Resource management.
- Strong planning, organising, analytical and problem-solving skills.
- Knowledge of relevant legislation applicable to the Provincial Council on AIDS.
- Understanding of the legislative framework governing the Public Service.

Senior Management Service Requirement
As this is an SMS position, potential applicants and existing SMS members seeking progression to higher levels are expected to successfully complete the compulsory Pre-Entry Certificate for entry into the SMS.
The certificate became compulsory for SMS entry from 1 April 2020. Applicants are responsible for the cost of the course, which has a duration of 120 hours.
No applicant will be appointed in the absence of the required certificate.
Salary and Remuneration
The position offers an all-inclusive salary package of R1,317,384 per annum.
The remuneration package includes:
- Basic salary.
- State contribution to the Government Employee Pension Fund.
- A flexible portion that may be structured according to the applicable rules.
The flexible portion may include benefits such as:
- 13th cheque.
- Motor car allowance.
- Home owner’s allowance.
- Medical aid assistance.
Important Conditions of Appointment
The successful candidate will be required to:
- Enter into a Performance Agreement within three months after assuming duty.
- Disclose their financial interests in accordance with prescribed regulations.
All shortlisted candidates for SMS posts will undergo a technical exercise and interview.
Following the technical exercise and interview, a maximum of three SMS candidates will undergo psychometric assessments. These assessments will evaluate:
- Cognitive capabilities.
- Behavioural preferences.
- Emotional intelligence.
- Integrity.
The competency assessment will test generic managerial competencies using the mandated DPSA SMS competency assessment tools.
