    Job Overview

    The Chief Financial Officer will provide strategic financial leadership and direction across the Department. The role is responsible for ensuring sound financial governance, prudent financial management, effective financial planning and compliance with the PFMA, Treasury Regulations and other relevant legislative frameworks.

    The CFO will also provide strategic financial advice to the Accounting Officer and Executive Management while overseeing budgeting, expenditure, revenue, financial reporting, supply chain management, asset management, internal controls, audit processes and financial management systems.

    The position further requires strong leadership of the Chief Directorate, including employee development, performance management, resource management and the promotion of an ethical, accountable and high-performance culture.

    Key Responsibilities

    Strategic Financial Leadership

    • Provide strategic financial leadership and direction to the Department.
    • Ensure sound financial governance, prudent financial management and regulatory compliance.
    • Provide strategic financial advice and support to the Accounting Officer and Executive Management.
    • Advise management on matters with financial, governance and strategic implications.
    • Develop and implement financial management strategies, policies, systems, standards and internal controls.
    • Continuously improve financial management practices to strengthen governance and value for money.

    Financial Planning and Budget Management

    • Oversee financial planning, budgeting, expenditure management, revenue management, financial reporting and cash-flow management.
    • Direct the development, implementation and monitoring of the Department’s:
      • Medium-Term Expenditure Framework (MTEF).
      • Annual Budget.
      • Adjustments Budget.
      • Budget implementation plans.
    • Monitor departmental expenditure and cash flow.
    • Manage budget forecasting, virements, roll-overs and budget adjustments.
    • Ensure financial planning and budget allocations are aligned with the Department’s Strategic Plan, Annual Performance Plan and Operational Plans.
    • Ensure that financial resources support the achievement of departmental strategic objectives.

    Financial Reporting and Records

    • Ensure complete, accurate and reliable financial records are maintained.
    • Ensure financial records comply with prescribed accounting standards and legislative requirements.
    • Oversee the preparation and submission of monthly, quarterly and annual financial reports.
    • Submit statutory financial reports to Provincial Treasury, oversight structures and other relevant stakeholders.
    • Monitor compliance with applicable accounting standards, financial legislation, Treasury Regulations, departmental policies and internal controls.
    • Oversee and continuously improve management accounting systems to support informed decision-making and financial sustainability.

    Supply Chain and Asset Management

    • Provide strategic oversight of Supply Chain Management, procurement, contract management and asset management.
    • Ensure compliance with the PFMA, Treasury Regulations, Preferential Procurement legislation and other applicable prescripts.
    • Develop and implement effective procurement, contract management and asset management policies, systems and controls.
    • Oversee the preparation and implementation of the Departmental Procurement Plan.
    • Ensure procurement plans are aligned with approved strategic priorities and available budgets.
    • Ensure effective management, safeguarding, maintenance and accounting of departmental assets.

    Internal Controls, Audit and Risk Management

    • Establish, implement and maintain an integrated system of internal financial controls.
    • Promote accountability, transparency and sound financial governance.
    • Coordinate and monitor the implementation of internal and external audit recommendations.
    • Ensure the timely resolution of audit findings.
    • Facilitate financial assurance processes.
    • Strengthen governance through effective risk management and compliance monitoring.
    • Develop and maintain an appropriate framework of financial delegations.

    Financial Strategy and Governance

    • Advise and support the Accounting Officer and Executive Management in fulfilling their responsibilities under the PFMA and other applicable legislation.
    • Develop innovative financial strategies and solutions to improve operational efficiency.
    • Promote cost-effectiveness and value for money in service delivery.
    • Facilitate the implementation of applicable national and provincial financial norms, standards and best practices.
    • Promote strong financial governance throughout the Department.

    Financial Systems and Business Continuity

    • Provide strategic oversight of financial management information systems.
    • Ensure critical financial systems and services have appropriate business continuity arrangements.
    • Support continuous improvement of financial systems and processes.
    • Ensure financial information systems contribute effectively to departmental decision-making and sustainability.

    Leadership and People Management

    • Provide strategic leadership and effective management of the Chief Directorate.
    • Promote sound governance, high performance and continuous improvement.
    • Lead, develop, mentor and manage employees.
    • Implement effective performance management, coaching, succession planning and capacity-building initiatives.
    • Manage the human, financial and physical resources of the Chief Directorate.
    • Develop and manage operational and budget plans.
    • Monitor expenditure and ensure effective utilisation of allocated resources.
    • Promote ethical leadership, accountability and good governance.
    • Build and maintain a high-performance organisational culture.

    Minimum Requirements

    Applicants must meet the following requirements:

    • An appropriate BCom qualification at NQF Level 7 in:
      • Accounting;
      • Financial Management;
      • Commerce;
      • Economics; or
      • An equivalent qualification recognised by SAQA.
    • A minimum of 5 years’ experience at Senior Management Service (SMS) level in financial management.
    • Extensive knowledge of and experience in Public Service financial management.
    • Valid driver’s licence.
    • Successful completion of the Nyukela Senior Management Pre-Entry Programme before appointment.

    Salary and Remuneration

    The position offers an all-inclusive salary package of R1,554,696 per annum.

    The remuneration package consists of:

    • Basic salary calculated at 70%.
    • Employer contribution to the Government Employee Pension Fund.
    • A flexible portion that may be structured according to the applicable rules.

    The flexible portion may include:

    • 13th cheque.
    • Motor car allowance.
    • Home owner’s allowance.
