    Job Overview

    The Organisational Development Specialist will be responsible for developing and maintaining departmental organisational structures, reviewing norms and standards, conducting job evaluations and providing advice on job descriptions.

    The role requires practical knowledge of organisational development, job evaluation processes, human resources practices, organisational structures and relevant government systems and legislation.

    The successful candidate will also contribute to the management and development of staff, training interventions, performance management and departmental assets.

    Key Responsibilities

    Organisational Structure Development

    • Develop and maintain departmental organograms.
    • Analyse existing departmental organisational structures.
    • Identify organisational structure needs and gaps.
    • Conduct research and develop proposals for reviewing or redesigning organograms.
    • Ensure proposed structures align with approved specific-sector generic structures where applicable.
    • Consult relevant stakeholders and role players to obtain input and buy-in.
    • Compile proposed organisational structures.
    • Provide timely feedback to relevant stakeholders.
    • Finalise proposed organograms and submit them for concurrence.
    • Participate in the implementation, monitoring and evaluation of approved organisational structures.

    Norms and Standards

    • Develop, review and analyse organisational norms and standards.
    • Assess shortcomings and identify requirements for amendments or new norms and standards.
    • Conduct research into the development or amendment of norms and standards.
    • Draft norms and standards.
    • Consult with relevant stakeholders.
    • Obtain the necessary approvals.
    • Monitor the implementation of approved norms and standards.

    Job Evaluation

    • Conduct job evaluations for identified and prioritised positions.
    • Collect all required information relating to jobs being evaluated.
    • Conduct job-analysis interviews.
    • Capture job information into the Job Evaluation system.
    • Present evaluated jobs to the Quality Assurance Committee or Job Evaluation Panel.
    • Compile submissions for implementation approval.
    • Maintain an updated database of evaluated jobs.
    • Submit reports within required timeframes.
    • Communicate job-evaluation outcomes to relevant Senior Managers.

    Job Description Development

    • Provide advice on the development and review of job descriptions.
    • Conduct research into job content.
    • Benchmark job descriptions against other departments and provinces.
    • Provide inputs on draft job descriptions.
    • Conduct interviews with designated and knowledgeable officials.
    • Obtain input on draft job descriptions.
    • Advise on appropriate job-description layouts and specifications.
    • Ensure the use of acceptable job-description templates.
    • Maintain an updated database of approved job descriptions.
    • Provide reports within required timeframes.

    Resource Management

    • Manage staff within the component.
    • Develop and update job descriptions for reporting staff.
    • Manage the performance of staff within the component.
    • Facilitate appropriate training interventions.
    • Provide direction, guidance and advice to staff.
    • Manage departmental assets under the component’s control.
    • Ensure that resources are used effectively to achieve component objectives.

    Minimum Requirements

    Applicants must have:

    • An appropriate Degree at NQF Level 7 in:
      • Organisational Development; and/or
      • Business Administration with an Organisational Development focus.
    • 3–4 years’ experience in an Organisational Development environment.
    • A certificate in Business Process Mapping.
    • Job Evaluation (JE) Initial and Follow-up Training Certificate.
    • Job Evaluation Panel Certificate.
    • Computer literacy.
    • A valid driver’s licence.

    Knowledge and Technical Requirements

    This position is suited to an Organisational Development professional who understands how organisational structures, job evaluation, job descriptions, norms and standards contribute to an effective public-sector organisation.

    Candidates should be comfortable conducting research, consulting stakeholders, analysing organisational structures and providing professional advice to management.
