Purpose of the Role
To strengthen municipal financial management by ensuring compliance with accounting standards, improving audit outcomes, and supporting effective asset management practices across municipalities.
Key Duties and Responsibilities
Financial Reporting & Compliance
- Promote adherence to Generally Recognised Accounting Practice (GRAP) standards
- Ensure timely submission of credible Annual Financial Statements (AFS)
- Review and assess the quality of financial statements submitted by municipalities
- Report on compliance with National and Provincial Treasury reforms
Audit & Financial Performance Improvement
- Support municipalities in improving audit outcomes
- Assess readiness of municipalities to compile AFS
- Identify financial risks and recommend corrective measures
Accounting & Asset Management Support
- Provide accounting services and technical support to municipalities
- Monitor compliance with accounting and asset management frameworks
- Promote sound financial management practices
Monitoring & Reporting
- Compile reports on financial performance and compliance
- Track progress of municipalities in meeting financial standards
- Provide insights for decision-making and policy improvement
Leadership & Resource Management
- Manage resources within the Sub-directorate
- Ensure efficient operations and service delivery
- Lead and support team members
Minimum Requirements
- 3-year Degree or Diploma in:
- Accounting
- Economics
- Municipal/Public Finance
- Must include Accounting III as a major subject
- Minimum 5 years’ experience in an accounting environment
- At least 3 years at Assistant Director / junior management level

Salary & Benefits
- Salary: R896 436 per annum (all-inclusive package)
