Job Overview
The Department of Health is seeking a qualified and experienced Assistant Director: Financial Accounting to join the Mangaung Metro District. This supervisory role is responsible for managing financial accounting functions, including revenue collection, expenditure management, financial reporting, and staff supervision. The successful candidate will ensure compliance with the Public Finance Management Act (PFMA), Treasury Regulations, and other applicable financial policies while promoting effective financial governance.
Key Responsibilities
The successful candidate will be responsible for:
- Managing the collection and recording of revenue.
- Overseeing cashier services, banking functions, and electronic payments.
- Monitoring and managing debt collection and revenue reporting.
- Managing expenditure related to:
- Compensation of employees.
- Goods and services.
- Transfers and subsidies.
- Preparing and submitting financial reports.
- Supervising financial accounting staff to ensure efficient service delivery.
- Allocating duties and conducting quality assurance on work completed by supervisors.
- Providing guidance and technical support to supervisors.
- Managing employee performance, conduct, and discipline.
- Identifying training needs and facilitating staff development.
- Developing, implementing, and monitoring financial systems and processes to improve operational efficiency.
- Ensuring compliance with financial legislation, policies, and departmental procedures.
Minimum Requirements
Applicants must have:
- A Degree or equivalent tertiary qualification in Financial Management at NQF Level 7.
- A minimum of three (3) years’ relevant supervisory experience in Financial Accounting.
- Sound knowledge and understanding of:
- Public Finance Management Act (PFMA).
- Treasury Regulations.
- Relevant financial policies, norms, and standards.
- Computer literacy.
- Good communication and management skills.
