The Directorate: Organisational Development is a key unit within the Office of the Premier, tasked with shaping performance, enhancing productivity, and refining the internal structures of government through job evaluation, organisational design, and service delivery improvement initiatives.

Responsibilities:
Job Evaluation System Management
-
Determine strategic direction for job evaluation in the Free State Provincial Government (FSPG)
-
Advise departments, FOHOD, G&A Cluster, and EXCO on implementation and interpretation
-
Oversee the Equate system database and facilitate Job Evaluation Panel processes
-
Lead job evaluation training initiatives and ensure provincial quality assurance
-
Compile the annual job evaluation report and participate in inter-provincial forums
Performance Management & Development
-
Develop and advise on Performance Management Systems (PMS) across departments
-
Align performance initiatives with EXCO, DPSA, and Public Service Commission standards
-
Coordinate interdepartmental meetings and reporting frameworks on performance and development
Business Process Improvement
-
Direct strategies to enhance productivity, efficiency, and transformation
-
Manage databases of organisational structures for all provincial departments
-
Support departments in consultations with MPSA on organisational and structural matters
-
Conduct research, benchmarking, and BPI investigations across the FSPG
Service Delivery Improvement
-
Provide guidance on Service Delivery Improvement Planning (SDIP), Batho Pele, and customer care
-
Lead coordination and reporting on service delivery initiatives to DPSA, EXCO, and DPME
-
Foster a customer-centric culture within public service departments
Knowledge Management
-
Implement knowledge management initiatives within the Office of the Premier
-
Facilitate coordinated knowledge sharing and documentation practices across the FSPG
Directorate & Resource Management
-
Lead and manage the Organisational Development Directorate
-
Oversee budget, human resources, job descriptions, and performance reviews
-
Facilitate continuous professional development and staff training
-
Provide strategic direction to the unit and support high-performance culture
Qualifications:
-
A NQF Level 7 qualification as recognised by SAQA
-
Training in Job Evaluation and Performance Management is essential
-
Minimum of 5 years’ experience at a middle or senior management level in an Organisational Development environment

Sound understanding of:

Public Service Act & Regulations

Policy development, Job Analysis, Job Evaluation

Organisational Design, Performance Management principles
-

Strong leadership, interpersonal, facilitation, and presentation skills

Compulsory SMS Pre-entry Certificate required prior to appointment

Benefits:

Annual Salary: R1 266 714 per annum (Level 13, all-inclusive package)
(Includes basic salary, pension contribution, and flexible benefits such as medical aid, car allowance, housing allowance, and 13th cheque) -
Entry into a Performance Agreement within 3 months of appointment
