As part of this mission, the Office is seeking an experienced and visionary Director: Information Technology to lead the ICT function and ensure that technology is fully leveraged to modernise operations and improve public service delivery.

Responsibilities:
ICT Strategy, Planning & Policy Development
Oversee development of Information and ICT strategic plans aligned to departmental and provincial objectives
Ensure alignment of ICT with national policy frameworks, including DPSA and GITO Council directives
Develop department-specific ICT policies, standards, procedures, and best practices
Facilitate implementation, compliance, and monitoring of ICT frameworks within the Office of the Premier
ICT Governance & Service Delivery
Promote ICT as a strategic enabler for modernising public service delivery
Align IT infrastructure and systems with the FSPG’s core business needs
Ensure uniform and optimised ICT deployment across the department
Serve as a member of the Government IT Officers Council (GITOC) and represent the Premier’s Office nationally
ICT Contract & Supplier Management
Manage the relationship with SITA and ICT vendors, including oversight of all Business Agreements (BAs) and Service Level Agreements (SLAs)
Monitor ICT procurement, service delivery and vendor compliance
Negotiate, evaluate, and improve ICT service provision to ensure value for money
Digital Transformation & Enterprise Architecture
Lead initiatives to eliminate duplication and improve ICT infrastructure coherence
Champion integrated ICT systems across departments to enhance coordination and rapid implementation
Support transformation of service delivery through the use of enabling technologies
Knowledge Management & Capacity Building
Encourage and lead a culture shift toward enterprise-wide information sharing and knowledge management
Raise executive awareness of ICT as a value-driver for government operations
Promote training, mentoring, and ICT skills development to support departmental digital maturity
Human Resource & Component Management
Lead and manage the Information Technology Directorate
Oversee staff performance, development, job descriptions, and recruitment
Facilitate ongoing training and professional development interventions
Provide strategic direction and technical leadership to the ICT team
Qualifications:
A NQF Level 7 qualification (as recognised by SAQA) in Information Technology or Information Management
Minimum of 5 years’ experience at middle or senior managerial level in ICT
Successful completion of the SMS Pre-entry Certificate (mandatory before appointment)

Public Service legislation and ICT frameworks
ICT governance, policy, and strategy development
ICT procurement and contract management (including SITA)
Enterprise architecture, digital transformation, and change management
Strong skills in leadership, negotiation, research, stakeholder engagement, and presentation
Benefits:
Annual Salary: R1 266 714 per annum (Level 13, all-inclusive package)
(Includes basic salary, pension, flexible portion for 13th cheque, car allowance, home allowance, medical aid, etc.)Entry into a Performance Agreement within 3 months of appointment

Exposure to national platforms like GITOC and participation in strategic decision-making
