PROVINCIAL ADMINISTRATION: FREE STATE DEPARTMENT OF SOCIAL DEVELOPMENT
The Director: Supply Chain Management will be responsible for providing strategic leadership and oversight of all supply chain management functions within the Department of Social Development, Free State. This role is pivotal in ensuring that the department’s procurement, asset management, contract management, and logistics operations are efficient, transparent, and aligned with legislative frameworks and National Treasury standards.
The incumbent will play a critical role in developing and implementing cost-effective SCM strategies, overseeing demand and acquisition management processes, and strengthening control systems to safeguard departmental assets. In addition, the Director will be accountable for managing supplier relationships, service level agreements, inventory, and fleet operations to support service delivery.
This position requires a dynamic, ethical, and results-driven leader with strong financial, governance, and managerial skills, capable of driving innovation and maintaining compliance while ensuring value for money in all SCM activities.

Minimum Requirements
A Bachelor’s Degree (NQF Level 7) in:
Financial Management,
Public Administration,
Logistics,
Purchasing, or equivalent qualification as recognised by SAQA.
At least 5 years’ experience at middle/senior managerial level within Supply Chain Management.
Valid driver’s license.
Pre-entry Programme: Successful completion of the Senior Management Pre-entry Programme (as endorsed by the National School of Government) is a requirement prior to appointment.
Knowledge, Skills and Competencies
Supply Chain Management policies, legislation, and procedures in the Public Service.
Systems knowledge: LOGIS, BAS, CSD and other SCM information systems.
Professional ethics and code of conduct for SCM practitioners.

Key Duties and Responsibilities
The successful candidate will be responsible for overseeing and strengthening the entire supply chain function within the department. This includes:
Strategic SCM Management
Ensure departmental SCM systems comply with legislation, National Treasury norms, and standards.
Develop efficient, cost-effective SCM strategies aligned to departmental objectives.
Demand and Acquisition Management
Lead the bidding process, including specification, evaluation, and adjudication.
Implement fair, transparent, and efficient procurement processes.
Asset and Contract Management
Oversee asset management and disposal in line with policies.
Establish control systems to eliminate theft, wastage, losses, and misuse.
Manage contracts and Service Level Agreements (SLAs) with suppliers/service providers.
Inventory and Fleet Management
Ensure efficient inventory control systems are in place.
Oversee departmental fleet management for cost-effectiveness and efficiency.
Resource and Governance Management
Manage financial and human resources in line with corporate governance principles.
Ensure compliance with departmental policies, PFMA, and planning imperatives.
