Salary
R932,292 per annum (All-inclusive remuneration package)
Package Structure:
- 75% Basic Salary

Main Purpose of the Position
To lead and manage Organisational Development (OD), organisational structure management, business process improvement, job evaluation, job analysis, and organisational efficiency initiatives within the department. The incumbent will ensure that organisational structures, processes, and job profiles align with departmental strategic objectives, service delivery requirements, and public service regulations.
Key Responsibilities
1. Organisational Structure Management
- Coordinate the development and maintenance of departmental organisational structures (organograms).
- Ensure organisational structures are aligned with:
- Strategic objectives
- Service delivery requirements
- Workforce planning needs
- Budget constraints
- Review and recommend organisational structure improvements.
- Monitor implementation of approved organisational structures.
2. Organisational Development and Design
- Conduct organisational design and restructuring investigations.
- Analyse organisational performance and effectiveness.
- Recommend organisational development interventions.
- Support change management initiatives arising from restructuring processes.
- Ensure optimal utilisation of human and organisational resources.
3. Job Evaluation Management
- Manage and coordinate departmental job evaluation processes.
- Facilitate job evaluation panels and assessments.
- Ensure compliance with Public Service job evaluation policies and procedures.
- Provide recommendations regarding grading and classification of posts.
- Maintain job evaluation records and documentation.
4. Job Analysis and Job Description Development
- Facilitate development and review of job descriptions.
- Conduct job analysis exercises.
- Ensure job descriptions accurately reflect duties, responsibilities, and competencies.
- Provide guidance to managers regarding job profiling and role clarification.
- Ensure alignment between job descriptions and organisational objectives.
5. Business Process Re-engineering (BPR)
- Lead Business Process Re-engineering (BPR) initiatives.
- Conduct process analysis and workflow assessments.
- Identify inefficiencies and service delivery bottlenecks.
- Develop and implement improved business processes.
- Facilitate process optimisation projects.
6. Business Process Mapping and SOP Development
- Coordinate Business Process Mapping (BPM) activities.
- Develop and review Standard Operating Procedures (SOPs).
- Ensure processes are documented, standardised, and compliant.
- Monitor implementation of approved procedures and workflows.
7. Policy Development and Implementation
- Develop and review policies relating to:
- Organisational Development
- Job Evaluation
- Productivity improvement
- Efficiency enhancement
- Organisational design
- Ensure compliance with legislative and regulatory requirements.
- Monitor policy implementation and effectiveness.
8. Productivity and Efficiency Improvement
- Conduct productivity assessments and efficiency studies.
- Perform cost-benefit analyses for organisational improvement initiatives.
- Recommend interventions to improve operational effectiveness.
- Support service delivery enhancement programmes.
9. Resource and Staff Management
- Manage human, financial, and operational resources within the component.
- Supervise and develop staff members.
- Monitor performance and productivity.
- Ensure achievement of departmental and unit objectives.
- Promote effective teamwork and accountability.
10. Reporting and Stakeholder Support
- Compile management reports and recommendations.
- Present findings and proposals to senior management.
- Provide expert advice on organisational development matters.
- Support managers during restructuring and organisational review processes.
Minimum Requirements
Educational Qualifications
Applicants must possess:
- Senior Certificate (Grade 12).
- Degree in:
- Organisational Development, or
- Business Administration with an Organisational Development focus,
- Or an equivalent qualification recognised by SAQA.
Experience Requirements
Applicants must have:
- Minimum 5 years’ experience in an Organisational Development environment.
- At least 3 years’ experience at Assistant Director level (ASD) or equivalent supervisory/management level.
Required Professional Certifications
The following certifications are compulsory:
- Business Process Mapping Certificate.
- Job Analyst Certificate.
- Job Evaluation Panelist Certificate.
