    Package Structure:

    • 75% Basic Salary

    Main Purpose of the Position

    To manage and oversee management accounting functions within the department, including budgeting, financial planning, expenditure monitoring, forecasting, reporting, cash flow management, policy implementation, and compliance with public finance legislation. The position supports sound financial governance and assists management in effective financial decision-making.

    Key Responsibilities

    1. Financial Planning and Budget Management

    • Coordinate and manage the departmental budgeting process.
    • Review and analyse budget submissions from programmes and responsibility managers.
    • Ensure quality assurance of budget preparation and compilation.
    • Align budgets with strategic and operational plans.
    • Support budget implementation and monitoring throughout the financial year.

    2. Management Accounting and Financial Reporting

    • Coordinate management accounting reporting processes.
    • Analyse financial information and expenditure trends.
    • Prepare and review management reports for senior management.
    • Ensure the accuracy, reliability, and completeness of financial reports.
    • Provide financial information to support strategic decision-making.

    3. Cash Flow Management

    • Monitor departmental cash flow requirements.
    • Prepare and submit cash flow reports and projections.
    • Analyse cash flow trends and funding requirements.
    • Ensure adequate cash availability to support departmental operations.

    4. Financial Forecasting

    • Develop and maintain financial forecasting processes.
    • Monitor expenditure trends and budget performance.
    • Provide guidance to programme managers on forecasting methodologies.
    • Assist management in projecting future financial requirements.

    5. Roll-Over and Adjustment Budget Management

    • Coordinate the roll-over budget process.
    • Ensure information regarding roll-over requirements is communicated to responsibility managers.
    • Review and assess roll-over requests.
    • Develop recommendations and submissions for consideration by the Chief Financial Officer (CFO).
    • Incorporate approved roll-overs into adjustment budgets.

    6. Expenditure Monitoring and Financial Analysis

    • Monitor expenditure against approved budgets.
    • Analyse spending patterns and financial performance.
    • Identify risks, variances, and potential overspending.
    • Develop recommendations to improve budget utilisation and expenditure control.

    7. Virement and Funds Shifting Management

    • Assess the need for budget virements and shifting of funds.
    • Develop proposals for reallocation of financial resources where necessary.
    • Ensure compliance with applicable treasury regulations and legislation.
    • Monitor implementation of approved budget adjustments.

    8. Policy Development and Compliance

    • Monitor changes in financial legislation and policy frameworks.
    • Develop, review, and maintain financial management policies and procedures.
    • Ensure compliance with:
      • Public Finance Management Act (PFMA)
      • Treasury Regulations
      • Public Service Regulations
      • Provincial financial legislation
      • Departmental financial policies
    • Promote sound financial governance and internal control practices.

    9. Advisory and Support Services

    • Provide management accounting advice to programme managers and stakeholders.
    • Guide managers on budgeting, forecasting, expenditure control, and financial planning.
    • Facilitate financial management training and awareness where required.
    • Support decision-making through financial analysis and recommendations.

    10. Operational and Strategic Management

    • Develop and manage the operational plan of the sub-directorate.
    • Monitor implementation of operational objectives.
    • Report on progress against approved plans.
    • Ensure alignment with departmental strategic priorities.

    11. Human Resource Management

    • Manage staff within the component.
    • Allocate and monitor work performance.
    • Conduct performance management and development processes.
    • Facilitate training and capacity-building initiatives.
    • Maintain discipline and staff accountability.

    12. Administrative and Governance Responsibilities

    • Compile and submit administrative and management reports.
    • Participate in departmental committees and transversal task teams.
    • Maintain efficient communication systems within the component.
    • Implement effective internal controls and workflow management systems.
    • Ensure quality control of work delivered by staff.

    13. Procurement and Asset Management Oversight

    • Monitor procurement activities within the component.
    • Ensure compliance with supply chain management requirements.
    • Support proper asset management and financial control measures.

    Minimum Requirements

    Educational Qualifications

    Applicants must possess:

    • Senior Certificate (Grade 12).
    • Bachelor’s Degree or Advanced Diploma (NQF Level 7) in:
      • Financial Management
      • Accounting
      • Financial Accounting
      • Management Accounting
      • Finance
      • Or an equivalent qualification recognised by SAQA.

    Experience Requirements

    Applicants must have:

    • A minimum of 3 years’ relevant experience in Management Accounting at a supervisory or management level (Assistant Director level or equivalent).
