Project Purpose
The purpose of this project is to refurbish and upgrade the Nyakallong (Allanridge) Wastewater Treatment Works (WWTW) to improve the treatment of wastewater from Nyakallong and Allanridge. The upgraded facility will ensure that treated effluent complies with the required discharge standards while improving operational efficiency, reliability, environmental compliance, and the long-term sustainability of the wastewater treatment system.
The project also aims to promote local economic development through the employment of local labour, the use of local suppliers and subcontractors, and participation by CIDB-registered contractors.
Scope of Work
Site Establishment
- Establish and secure the construction site.
- Install temporary site offices, storage facilities, and welfare facilities.
- Implement health, safety, and environmental management systems.
- Provide site security throughout the construction period.
- Manage traffic and public safety where required.
Civil Engineering Works
- Refurbish existing wastewater treatment structures.
- Construct new reinforced concrete liquid-retaining structures where required.
- Repair and upgrade process tanks, channels, and chambers.
- Construct foundations for mechanical and electrical equipment.
- Upgrade access roads, paving, drainage, and stormwater systems.
- Reinstate disturbed areas after construction.
Mechanical Engineering Works
- Supply, install, and commission mechanical process equipment.
- Replace or refurbish:
- Pumps
- Aerators
- Gearboxes
- Electric motors
- Valves
- Pipework
- Mechanical drives
- Install associated mechanical supports and fittings.
- Conduct operational testing of all mechanical systems.
Electrical Engineering Works
- Upgrade electrical infrastructure.
- Supply and install:
- Electrical distribution boards
- Motor control centres (MCCs)
- Power cables
- Cable trays and conduits
- Lighting systems
- Earthing and lightning protection systems
- Perform electrical testing and commissioning.
Control and Instrumentation (C&I)
- Install new automation and process control systems.
- Supply and install:
- Flow meters
- Level transmitters
- Pressure sensors
- Water quality monitoring instruments
- Programmable Logic Controllers (PLCs)
- Supervisory Control and Data Acquisition (SCADA) systems (where specified)
- Integrate instrumentation with plant operations.
- Configure and test control systems.
- Ensure compliance with applicable IEC standards.
Process Equipment Installation
- Install wastewater treatment equipment designed for a treatment capacity of approximately 3.5 megalitres per day (MLD).
- Ensure all equipment is installed according to manufacturer specifications.
- Perform functional testing and performance verification.
Testing and Commissioning
- Test all civil, mechanical, electrical, and instrumentation systems.
- Commission the wastewater treatment plant.
- Demonstrate compliance with operational and environmental performance requirements.
- Train operational personnel where required.
- Provide operation and maintenance manuals.
Quality Assurance
- Implement a comprehensive quality management system.
- Conduct inspections throughout construction.
- Rectify identified defects.
- Ensure compliance with project specifications and applicable South African standards.
Health, Safety and Environmental Management
- Comply with the Occupational Health and Safety Act (Act 85 of 1993).
- Implement project-specific health and safety plans.
- Employ qualified safety personnel.
- Manage environmental impacts throughout construction.
- Maintain safe working conditions for employees and the public.
Local Economic Development
- Employ local labour where possible.
- Source plant, materials, and services from local businesses.
- Support local subcontractors and CIDB-registered contractors.
- Meet local participation and procurement targets established by the client.
Minimum Contractor Requirements
- CIDB Contractor Grading of 8CE or higher.
- Demonstrated experience with wastewater treatment works of 3 ML/day or greater.
- Proven capability in delivering large civil infrastructure projects involving:
- Civil engineering.
- Mechanical installations.
- Electrical installations.
- Control and instrumentation systems.
- Financial capacity supported by audited financial statements.
- Qualified supervisory, engineering, and health and safety personnel.
- Compliance with statutory, environmental, and health and safety requirements.
Required Project Team
The contractor should provide suitably qualified personnel, including:
- Project Manager.
- Resident Engineer (where applicable).
- Civil Engineer.
- Mechanical Engineer.
- Electrical Engineer.
- Control and Instrumentation Engineer/Technician.
- Construction Manager.
- Site Agent.
- Quantity Surveyor.
- Quality Assurance Officer.
- Health and Safety Officer.
- Environmental Officer.
- Surveyor.
- Foremen for civil, mechanical, and electrical works.
- Skilled artisans (electricians, fitters, boilermakers, welders, instrument technicians).
- General labourers.
