Tender Description
The Department of Public Works is seeking a suitably qualified professional service provider to provide structural engineering services for the development of additional accommodation at the Virginia Magistrate’s Office.
The appointed structural engineering consultant will provide services throughout the project lifecycle, from inception and design through procurement, construction monitoring, contract administration and final project close-out.
Scope of Work
The structural engineering services will include:
1. Inception
- Liaise with the client and project team.
- Conduct site inspections.
- Assess project feasibility.
- Define the structural engineering scope.
2. Preliminary Design
- Develop structural concepts.
- Select appropriate structural systems.
- Conduct viability assessments.
- Coordinate structural requirements with the multidisciplinary team.
3. Detailed Design
- Prepare detailed structural designs and drawings.
- Produce structural calculations.
- Prepare reinforcement schedules.
- Prepare steelwork specifications.
- Obtain the necessary design approvals.
4. Documentation & Procurement
- Prepare technical documentation for tendering.
- Assist with tender documentation.
- Support the bid evaluation process.
- Prepare contract documentation.
5. Contract Administration & Construction Monitoring
- Provide part-time construction monitoring.
- Conduct site inspections.
- Monitor structural compliance.
- Manage variations.
- Assist with payment certification.
- Monitor defects and remedial work.
- Submit monthly progress and cash-flow reports.
6. Close-Out
- Prepare as-built documentation.
- Assist with final account procedures.
- Complete project handover requirements.
Additional responsibilities include Occupational Health and Safety compliance, environmental application requirements and monitoring of labour-intensive programme requirements.
Technical Requirements
The service provider must:
- Comply with the National Building Regulations and applicable SANS standards.
- Comply with the Occupational Health and Safety Act.
- Comply with applicable environmental legislation.
- Ensure structural designs meet relevant statutory and technical requirements.
- Produce detailed structural calculations and technical documentation.
- Provide bending schedules and material specifications.
- Use software compatible with the Department’s existing systems.
- Provide monthly progress and cash-flow reporting.
- Maintain professional indemnity insurance of at least R1.5 million or 15% of the estimated structural works value, whichever is greater.
- Incorporate sustainable design principles where applicable, including:
- Energy efficiency.
- Passive heating and cooling.
- Water conservation.
- Use of locally sourced materials where economically viable.
EPWP & Secondment Requirements
The successful service provider will be required to support the Expanded Public Works Programme (EPWP) requirements associated with the project.
This includes monitoring labour reporting and ensuring the required documentation is available before payment certification.
The appointed firm must also accept the secondment of unregistered built-environment graduates for practical experience towards professional registration. The graduates will remain responsible for their own salaries.
Professional Qualifications & Experience
Bidders must demonstrate:
- Supervision by a Professional Structural Engineer or Professional Engineering Technologist registered with ECSA.
- Certified proof of professional registration for principals and key personnel.
- Relevant experience in comparable structural engineering projects.
- Experience completing similar projects within the past five years.
- Reference letters and project portfolios demonstrating previous work.
- Adequate financial capacity.
- Sufficient professional and technical staff to execute the project.
Required Documentation
The submission should include, where required:
- ECSA registration certificates for relevant professional personnel.
- Organisational structure/chart.
- CVs of proposed key personnel.
- Certified identity documents.
- Evidence of comparable project experience.
- Reference letters and performance evaluations.
- Project portfolio.
- CSD registration.
- Valid tax compliance PIN.
- Board resolutions authorising the relevant signatories.
- Completed risk assessment and disclosure forms.
- Required B-BBEE documentation.
- Proof of local municipal presence where applicable.
- Professional indemnity insurance documentation.
Important Compliance Requirements
The successful consultant will work as part of a multidisciplinary professional team, coordinated by the appointed architect acting as the principal agent.
