Tender Overview
Moqhaka Local Municipality is inviting bids from suitably qualified service providers for the provision of catering and logistical support for a two-day Municipal Small, Medium and Micro Enterprise (SMME) Summit in Kroonstad.
The appointed service provider will cater for 300 attendees over two consecutive days, providing meals, beverages, furniture, transportation, venue setup, on-site service and breakdown.
Scope of Work
The successful bidder will be responsible for:
- Providing catering for 300 participants over 22–23 September 2026.
- Supplying and setting up 13 classroom tables.
- Providing breakfast, including assorted sandwiches, tea, coffee and milk.
- Providing lunch consisting of salad, a vegetable dish, rice and either quarter-leg chicken or stamp stew.
- Supplying 300 x 500ml bottled waters per day.
- Supplying 300 x 300ml soft drinks per day.
- Transporting catering supplies to the venue.
- Setting up and servicing the event at Allen Rautenbach Hall, Kroonstad.
- Breaking down and clearing the setup after the event.
Mandatory Requirements
Bidders must ensure that their tender submissions include:
- Fully completed, original and manually signed tender documents.
- Tender validity of 120 days after the closing date.
- Completed MBD1, MBD4, MBD6.1, MBD8 and MBD9 forms.
- Valid CSD registration.
- SARS Tax Clearance Certificate or valid PIN.
- Certified company registration documents.
- Copies of directors’ identity documents not older than six months.
- Proof that municipal rates and taxes are up to date.
- Valid B-BBEE certificate from a SANAS-accredited agency or a compliant sworn affidavit.
- Compliance with the municipality’s General and Special Conditions of Contract.
Skills and Experience
Service providers should demonstrate:
- Proven experience in high-volume event catering.
- Strong supply chain and event logistics capabilities.
- Capacity to coordinate food production, cold-chain transportation and temperature-controlled storage.
- Ability to provide on-site catering services for 300 guests across two days.
- Accurate beverage inventory and portion control.
- Strong knowledge of public-sector tender documentation and compliance requirements.
- Familiarity with municipal procurement legislation, contractual risk management, health and safety requirements and mass-catering standards.
Evaluation and Preference Points
The tender uses the 80/20 preferential procurement system:
- 80 points – Price
- 20 points – Specific goals, including local supplier status within the municipality and B-BBEE contributor level.
Important Contract Conditions
The successful bidder will be required to comply with applicable contractual conditions, including provisions relating to performance security, warranty coverage, penalties for delayed delivery, contract termination and dispute resolution.
