    Tender Overview

    The National Health Laboratory Service is seeking a qualified service provider to provide comprehensive pest control and treatment services at seven NHLS facilities across the Free State for a fixed three-year contract period.

    The appointed contractor will be responsible for quarterly pest control treatments targeting pests including cockroaches, fleas, flies, ants, wasps, bees, mosquitoes, snakes and lizards.

    The service must include all labour, travel, materials, consumables, supervision, overheads and statutory levies. Service providers must also comply with laboratory requirements, provide Material Safety Data Sheets (MSDS) for chemicals used and issue treatment completion certificates.

    Scope of Work

    The successful bidder will be expected to:

    • Conduct quarterly pest control treatments.
    • Service NHLS facilities in Bethlehem, Botshabelo, Kroonstad, Manapo, Pelonomi, Sasolburg and Welkom.
    • Target and control specified pests.
    • Supply all necessary labour, equipment, materials and consumables.
    • Conduct services in accordance with applicable laboratory and safety requirements.
    • Provide MSDS documentation for all chemicals used.
    • Maintain accurate treatment records.
    • Issue valid treatment completion certificates.
    • Keep quoted rates fixed for the full three-year contract period.

    Mandatory Requirements

    Prospective service providers must provide:

    • Valid CSD registration and updated CSD summary report.
    • Current SARS Tax Compliance Status (TCS) PIN or certificate.
    • Fully completed and signed RFQ documentation.
    • General Conditions of Contract documentation.
    • Declaration of Interest (SBD 4).
    • Preferential Points Claim Form (SBD 6.1).
    • Valid B-BBEE verification certificate from a SANAS-accredited agency or compliant sworn affidavit.
    • Structural pest control licence approved by the relevant authority.
    • Proof of registration with the South African Pest Control Association board.
    • MSDS documentation for all proposed hazardous chemicals.
    • Client references for similar pest control projects completed within the previous three years.

    Skills and Experience

    The service provider should have:

    • Proven experience in commercial, institutional or laboratory pest management.
    • Capacity to manage multi-site operations across the Free State.
    • Qualified technicians able to conduct inspections and safely apply regulated pesticides.
    • Knowledge of occupational health and safety requirements.
    • Ability to complete quarterly visits reliably.
    • Ability to maintain treatment logs and issue service certificates.
    • Strong administrative capacity for preparing and submitting statutory and procurement documentation.

    Important Tender Conditions

    The tender follows the PPPFA 80/20 preference system, with 80 points allocated to price and 20 points to specific socio-economic goals.

    A fixed pricing clause applies, meaning quoted rates remain unchanged throughout the three-year contract unless formally amended under the applicable contract conditions.

    The tender also applies a strict administrative and technical screening process. Failure to provide mandatory licences, tax compliance documentation, B-BBEE proof or properly completed forms may result in disqualification before price evaluation.
