Tender Description
The Department of Public Works is inviting quotations for the repair of a leaking concrete roof at the holding cells of SAPS Harrismith Police Station. The project aims to address water ingress, restore the roof and ensure the facility meets the required safety and operational standards.
Scope of Work
- Remove existing bitumen roofing materials.
- Clean gutters, downpipes and rainwater outlets.
- Prepare concrete surfaces by removing dust, sand, fungus and other debris.
- Apply two coats of Bitumen Silvercote paint.
- Apply bituminous-based primer to designated areas.
- Install a 4mm APP modified bituminous waterproofing membrane using the heat-fused method.
- Seal 100mm end laps and 75mm side laps.
- Properly dress internal corners and seal roof penetrations.
- Provide and hire scaffolding for access to the approximately 6m-high roof.
- Supply all required labour, materials, machinery and equipment.
- Comply with Department of Public Works standards.
- Provide a written guarantee for the completed work.
- Final payment is subject to post-completion site remeasurement.
Technical Requirements
- Minimum CIDB grading of 1 SN or 1 GB, or higher. Emerging enterprises may qualify with a PE grade.
- Waterproofing materials must comply with SABS Specification 1132/1977 and the relevant SABS Code of Practice.
- Materials must remain unopened until required and be applied according to manufacturer specifications.
- Submit a fully priced Bill of Quantities.
- Submit the DPW-09 project particulars form.
- Provide proof of CSD registration.
- Provide valid B-BBEE documentation.
- Submit a board resolution authorising the person signing the bid.
- Bids will undergo technical and commercial risk assessments.
Skills & Experience Requirements
- Proven experience in similar construction and waterproofing projects.
- Relevant projects completed within the past 5–10 years, supported by contactable references.
- Suitably qualified personnel, including a contract manager, site agent and foreman.
- Certified IDs, CVs, organisational chart and proof of professional registration where applicable.
- Demonstrated ability to meet project timelines and maintain quality workmanship.
- Ability to manage cash flow, labour matters and subcontractor payments.
- Full occupational health and safety compliance.
- Security clearance for all personnel working on site.
- Compliance with the applicable 80/20 preferential procurement scoring system.
