     Objective

    To appoint a qualified service provider to identify, disconnect, and remove illegal electricity connections, ensuring public safety, infrastructure protection, regulatory compliance, and revenue protection.

     Scope of Work

    The appointed service provider will:

     Inspection & Investigation

    • Conduct routine inspections across municipal areas

    • Investigate reported illegal connections

    • Use electrical testing equipment to confirm unauthorized supply

    • Gather photographic/video evidence

     Disconnection & Removal

    • Safely disconnect and remove illegal wiring

    • Insulate exposed wires where access is restricted

    • Remove wiring up to boundary of illegal area

    • Restore or replace damaged metering/infrastructure

    • Prevent recurrence through monitoring

     Enforcement & Security Coordination

    • Work with SAPS for arrests (as instructed)

    • Provide on-site security personnel

    • Conduct risk assessments before operations

    • Manage high-risk situations professionally

     Reporting & Compliance

    • Maintain detailed logs of each operation

    • Submit progress and incident reports

    • Provide evidence documentation

    • Ensure environmental compliance in waste disposal

    • Respond to emergency call-outs

     Technical Requirements

    Bidders must provide:

    • Qualified electricians (Trade Test / Red Seal)

    • Electrical testing tools and safety equipment

    • Off-road capable vehicles

    • Public and operational risk management protocols

    • Compliance with:

      • Electricity Regulation Act

      • Occupational Health and Safety Act

    • PSIRA-registered security personnel

    • Firearm licenses (where applicable)

    • Proper insurance coverage

    Personnel & Skills Requirements

     Electrical Team

    • 1 Electrical Supervisor

      • Red Seal Trade Test

      • Minimum 3 years’ experience

      • CV required

    • Minimum 3 Artisan Assistants

      • At least 3 years’ electrical experience

      • CVs required

     Security Team

    • 1 Security Supervisor

      • PSIRA Grade A

      • 3 years’ supervisory experience

    • Security Guards

      • PSIRA Grades E, D, C

      • 3 years’ experience

    • Experience in:

      • Evidence gathering

      • Investigation

      • Court testimony (if required)

     Key personnel must be replaced with equally qualified staff if changed during contract.
