Project Purpose
The purpose of this tender is to establish multiple framework contracts with suitably qualified electrical contractors to execute major electrical reticulation projects for Eskom on an “as and when required” basis over a three-year period.
The appointed contractors will support Eskom in expanding, upgrading, maintaining, and improving electricity distribution infrastructure within the Gauteng Cluster by providing reliable electrical construction and reticulation services when projects are allocated.
Scope of Work
1. Electrical Reticulation Projects
The appointed contractors will be required to execute major electrical reticulation works, including:
- Construction and upgrading of electrical distribution networks.
- Installation of medium-voltage (MV) and low-voltage (LV) reticulation infrastructure.
- Installation and upgrading of electrical supply systems.
- Expansion of electricity networks to support new and existing customers.
- Replacement and rehabilitation of ageing electrical infrastructure.
2. Electrical Infrastructure Installation
Works may include:
Overhead Electrical Networks
- Installation of overhead lines.
- Erection of electrical poles and structures.
- Installation of conductors and associated hardware.
- Stringing and tensioning of electrical conductors.
- Installation of electrical fittings and accessories.
Underground Reticulation
- Excavation of cable trenches.
- Installation of underground cables.
- Cable jointing and termination.
- Installation of ducts and cable protection systems.
- Backfilling and reinstatement of affected areas.
Distribution Equipment
Supply, installation, testing, and commissioning of:
- Transformers.
- Switchgear.
- Distribution boards.
- Electrical protection equipment.
- Metering equipment.
- Electrical control equipment.
- Associated electrical infrastructure.
3. Civil Works Associated with Electrical Projects
Contractors may be required to perform supporting civil works, including:
- Excavation and trenching.
- Concrete foundations.
- Equipment plinths.
- Pole foundation works.
- Road and surface reinstatement.
- Site preparation and rehabilitation.
4. Testing and Commissioning
The contractor must:
- Conduct electrical testing in accordance with Eskom requirements.
- Verify system performance and safety.
- Complete commissioning activities.
- Ensure installations comply with technical specifications.
- Provide commissioning documentation.
5. Project Management and Coordination
The contractor will be responsible for:
- Planning and executing allocated projects.
- Managing labour, materials, plant, and equipment.
- Coordinating activities with Eskom representatives.
- Monitoring project progress.
- Meeting agreed completion schedules.
- Preparing progress reports and project documentation.
6. Health, Safety and Environmental Compliance
The contractor must comply with:
- Eskom safety standards.
- Occupational Health and Safety Act requirements.
- Electrical installation regulations.
- Environmental management requirements.
Responsibilities include:
- Implementing safety plans.
- Providing qualified safety personnel.
- Conducting risk assessments.
- Ensuring workers use appropriate PPE.

7. Quality Assurance
The contractor must ensure:
- Workmanship meets Eskom standards.
- Approved materials are used.
- Installations comply with engineering specifications.
- Quality inspections are conducted.

Minimum Contractor Requirements
Tenderers must have:
- CIDB Contractor Grading: 4EP or higher.
- Proven experience in:
- Electrical reticulation projects.
- Distribution network construction.
- Medium and low voltage electrical installations.
- Large-scale infrastructure projects.
- Ability to execute multiple projects across different locations.
- Suitable qualified technical personnel.
- Capacity to provide equipment, vehicles, tools, and labour.
