Tender Description
Legal Aid South Africa is seeking a service provider to deliver a resilient, secure and centrally managed next-generation Wide Area Network (WAN), secure internet connectivity, managed security, disaster recovery and related managed services across its nationwide network for a five-year period.
Scope of Work
The successful service provider will be responsible for the end-to-end provision, deployment and management of network infrastructure covering:
- 1 national office.
- 1 disaster recovery site.
- 1 Integrated Justice System site.
- 65 local offices.
- 64 satellite offices.
- Transport underlay and direct internet breakout.
- Secure overlay services.
- Enterprise firewalls.
- Mobile data SIM management.
- Network operations and managed services.
- Project governance and service management.
- End-user training and knowledge transfer.
- Rack hosting facilities.
- Pricing for both dual-homed and single-homed connectivity options.
Technical Requirements
- 1 Gbps connectivity for the national office and disaster recovery site.
- 100 Mbps / 50 Mbps connectivity options for local offices, depending on the architecture selected.
- 50 Mbps for satellite offices.
- 10 Mbps for the Integrated Justice System site.
- Modern underlay/overlay network architecture.
- Direct internet breakout capabilities.
- Primary and secondary enterprise-grade firewalls at critical locations.
- SASE-based security principles and centralised policy enforcement.
- APN platform with SIM management and tiered data bundles.
- Continuous monitoring through a dedicated Network Operations Centre (NOC).
- Project and service management, training and knowledge transfer.
- Five-year commercial structure covering once-off implementation costs and monthly recurring charges.
Skills & Experience Required
- Proven experience designing and deploying large-scale SD-WAN/SASE architectures and multi-site WAN solutions.
- Advanced network security and firewall configuration expertise.
- Experience with threat mitigation and zero-trust integration.
- Experience operating a 24/7 Network Operations Centre (NOC).
- Strong incident management and SLA tracking capabilities.
- Project and service management experience.
- Vendor coordination, change control and risk-management skills.
- Disaster recovery and business continuity planning experience.
- Hybrid cloud and on-premise hosting management experience.
- Ability to provide structured training and comprehensive knowledge-transfer documentation.
