TENDER DESCRIPTION
This tender is for the appointment of an independent internal audit service provider to support the internal audit function of Vaal Central Water over a 3-year period.
The goal is to improve:
- Risk management
- Governance systems
- Internal controls

OBJECTIVE
- Establish an effective co-sourced internal audit function
- Support the Audit and Risk Committee (ARC)
- Ensure compliance with IIA standards
- Strengthen governance and accountability systems
SCOPE OF WORK
Audit Planning
- Develop a 3-year strategic audit plan
- Prepare annual operational audit plans
Audit Execution
- Perform internal audits across:
- Financial systems
- Operations
- ICT systems
- Engineering functions
- Forensic investigations (when required)
Governance & Compliance
- Evaluate internal controls
- Assess legal and policy compliance
- Ensure PFMA and GRAP compliance
Advisory Role
- Provide recommendations to management
- Improve efficiency and resource use
- Strengthen risk management systems
TECHNICAL REQUIREMENTS
Experience
- Public sector internal audit experience
- Clients with assets exceeding R800 million (past 10 years)
- At least 5 client references required
Required Team Composition
The audit team must include:
- CIA or CA(SA)
- Minimum 10 years’ experience
- Civil Engineer
- Water sector experience required
- CISA (IT Auditor)
- Minimum 5 years’ experience
Location Requirement
- Must have presence in:
- Free State
- Northern Cape
Tools & Technology
- Must use ICT audit tools/software
- Ability to conduct digital/automated audits
Evaluation Criteria
- Minimum 70% functionality score required
