Tender Description
SANRAL is inviting suitably qualified consulting engineering service providers to undertake the design, investigation, documentation and construction supervision of approximately 2.5 km of formalised access roads within Ventersburg as part of a Community Development Project (CDP).
The project is intended to deliver improved road infrastructure while supporting local employment, skills development, enterprise development and socio-economic transformation. The successful service provider will be expected to incorporate accredited learnerships, practical construction mentoring and community participation into the project.
Objectives
The key objectives of the tender are to:
- Provide formalised and improved access roads within Ventersburg.
- Undertake the necessary engineering investigations and road design.
- Improve pedestrian mobility and stormwater infrastructure.
- Prepare comprehensive tender documentation for the subsequent construction and training works.
- Supervise construction and ensure quality and contractual compliance.
- Facilitate local skills development and practical construction training.
- Support job creation and enterprise development within the local community.
- Promote meaningful participation by targeted enterprises and designated beneficiaries.
Scope of Work
The appointed consulting engineering service provider will be responsible for:
1. Project Assessment and Investigations
- Conduct desktop studies and existing information reviews.
- Undertake visual condition assessments.
- Perform geotechnical and materials investigations.
- Conduct traffic investigations and assessments.
- Assess drainage and stormwater requirements.
- Undertake relevant environmental investigations.
2. Engineering Design
- Develop concept designs.
- Prepare preliminary engineering designs.
- Complete detailed designs and technical documentation.
- Incorporate value engineering principles.
- Address pedestrian mobility requirements.
- Develop appropriate stormwater and drainage improvements.
3. Tender Documentation
- Prepare complete bidding documentation for the subsequent Training and Development Works Contract.
- Develop technical specifications, schedules and other required documentation.
- Ensure documentation complies with SANRAL requirements and applicable standards.
4. Contract Administration and Construction Supervision
- Supervise the construction phase.
- Monitor construction quality and compliance.
- Conduct measurements and certification.
- Evaluate claims and contractual submissions.
- Monitor contractor performance.
- Ensure compliance with health, safety and environmental requirements.
5. Community and Stakeholder Engagement
- Facilitate the Project Liaison Committee (PLC).
- Maintain relevant labour databases.
- Coordinate social facilitation activities.
- Support local employment and skills-development initiatives.
- Facilitate stakeholder communication throughout the project.
6. Project Close-Out
- Prepare and submit as-built documentation.
- Compile final contract reports.
- Conduct performance evaluations.
- Complete all required project close-out documentation.
Technical Requirements
Bidders must demonstrate the ability to comply with SANRAL’s applicable technical and design requirements, including:
- SANRAL design manuals.
- M1 and applicable TMH/TRH standards.
- South African Pavement Engineering Manual (SAPEM).
- COTO standards.
- Applicable FIDIC conditions of contract.
- South African Road Design System (SARDS).
- Integrated Transportation Information System (ITIS).
- Applicable road safety requirements.
Mandatory Road Safety Audits must be conducted at the feasibility, preliminary design and detailed design stages.
Environmental requirements may include Basic Assessments or full Environmental Impact Assessments, depending on the project’s requirements.
The service provider must also implement appropriate Occupational Health and Safety measures in accordance with the Occupational Health and Safety Act and Construction Regulations, 2014.
A minimum of 30% subcontracting to black-owned Targeted Enterprises is required.
Bidders must also maintain valid:
- Professional indemnity insurance.
- Public liability insurance.
- SARS tax compliance.
- Relevant professional registrations and certifications.
Skills and Personnel Requirements
The core project team must include suitably qualified and professionally registered personnel, including:
- Project Leader.
- Contract Engineer.
- Design Specialist – Pavement and Materials.
- Supporting technical personnel and assistants.
Key personnel must:
- Hold active ECSA registration or an internationally recognised equivalent.
- Have at least five years of relevant professional experience.
- Comply with SANRAL’s personnel requirements.
- Not be committed to more than six concurrent contracts.
Experience Requirements
Bidders must demonstrate relevant experience in similar projects.
The tender requires evidence of at least three similar urban or rural road rehabilitation projects completed within the past 10 years.
Supporting evidence may include:
- CIDB Professional Service Provider reports.
- Client reference letters.
- Project completion documentation.
- Relevant project performance records.
An accredited ISO quality management system is strongly preferred.
Community Development Requirements
As a Community Development Project, the tender places significant emphasis on socio-economic development.
The successful service provider will be expected to support:
- Local employment opportunities.
- SAQA-accredited theoretical learnerships.
- Practical construction mentoring.
- Skills transfer.
- Enterprise development.
- Participation by targeted enterprises.
- Labour-enhanced construction methods.
The project promotes Labour Enhanced Construction Methods (LECM), which seek to maximise appropriate manual labour and skills development rather than relying exclusively on heavy machinery.
Targeted Enterprise Participation
The tender requires a minimum of 30% subcontracting to black-owned Targeted Enterprises.
A Targeted Enterprise includes qualifying black-owned Exempted Micro Enterprises (EMEs) or Qualifying Small Enterprises (QSEs), subject to the applicable tender definitions and requirements.
Joint ventures are permitted, provided the applicable Targeted Enterprise participation requirements are met.
Key Systems and Standards
SARDS
The South African Road Design System (SARDS) is used for pavement data management, mechanistic-empirical pavement design analysis and quality assurance.
ITIS
The Integrated Transportation Information System (ITIS) is used for contract management, employment and training data, and structures inventory management.
Road Safety Audits
Independent Road Safety Audits are required at key design stages to identify and address potential road safety risks before construction.
LECM
Labour Enhanced Construction Methods promote increased use of appropriate manual labour to support local employment and practical skills development.
Evaluation and Compliance
Bidders should demonstrate:
- Strong technical and professional capacity.
- Relevant road infrastructure experience.
- Financial capacity to undertake the project.
- Valid B-BBEE status in accordance with the applicable Construction Sector Codes.
- Professional registrations for key personnel.
- Appropriate insurance cover.
- SARS tax compliance.
- Sound quality management systems.
- Clean litigation and compliance records.
- Capacity to meet the project’s community development and targeted enterprise requirements.
