    Tender Description

    Johannesburg City Parks and Zoo is inviting suitably qualified and compliant service providers to submit quotations for the emptying, transportation and lawful disposal of septic tank waste at Zoo Parys Farm in the Free State.

    The service provider will be responsible for safely removing septage from the site’s septic tanks, transporting the waste and ensuring its lawful disposal at an authorised facility.

    The work requires appropriate equipment, qualified personnel and compliance with applicable occupational health, environmental and waste-management requirements.

    Objective

    The primary objective of this RFQ is to appoint a capable service provider to:

    • Safely empty the septic tanks at Zoo Parys Farm.
    • Remove and transport septage using suitable equipment.
    • Ensure lawful and environmentally responsible disposal of the waste.
    • Complete the work efficiently and safely.
    • Comply with applicable municipal procurement and health and safety requirements.

    Scope of Work

    The contract includes the complete emptying, transportation and disposal of septage from nine septic tanks, each with a capacity of approximately 30,000 litres.

    The successful service provider will be responsible for:

    • Mobilising suitable vacuum tankers and equipment to the site.
    • Emptying the identified septic tanks.
    • Removing accumulated sewage and septage safely.
    • Transporting the waste to an authorised treatment or disposal facility.
    • Ensuring lawful disposal of all extracted waste.
    • Complying with environmental and occupational health and safety requirements.
    • Providing all labour, equipment, transport and operational resources required to complete the work.
    • Leaving the work areas in an appropriate condition after completion.

    Technical Requirements

    Tenderers must submit the required documentation and demonstrate compliance with the RFQ requirements, including:

    • Completed Bill of Quantities/Specification.
    • Valid COIDA Letter of Good Standing.
    • Proof of residential address for all company directors.
    • Valid Central Supplier Database (CSD) registration and vendor number.
    • Valid SARS Tax Compliance Status (TCS) PIN or compliance certificate.
    • Valid B-BBEE verification certificate or qualifying sworn affidavit.
    • Completed prescribed Municipal Bidding Documents (MBD), including MBD 1, 3.1, 4, 6.1, 8 and 9.
    • Firm pricing inclusive of VAT and delivery/transport costs.
    • All other documentation specified in the official RFQ.

    Equipment and Operational Requirements

    The service provider should have the operational capacity to undertake septic tank emptying at an agricultural/farm location.

    This includes:

    • Suitable vacuum tanker trucks.
    • Appropriate sewage extraction equipment.
    • Trained and competent personnel.
    • Appropriate personal protective equipment.
    • Safe transportation of extracted septage.
    • Access to an authorised waste treatment or disposal facility.
    • Appropriate documentation confirming lawful disposal where required.

    Health, Safety and Environmental Requirements

    The appointed service provider must conduct the work in accordance with applicable occupational health and environmental requirements.

    Particular attention should be given to:

    • Safe handling of sewage and septage.
    • Appropriate PPE for workers.
    • Prevention of spills and environmental contamination.
    • Safe operation of vacuum tankers and associated equipment.
    • Responsible transportation and disposal of waste.
    • Compliance with applicable waste-management requirements.

    Pricing Requirements

    All quotations must:

    • Remain valid for 30 days after the closing date.
    • Be firm and inclusive of VAT.
    • Include all transportation and delivery costs.
    • Include all labour, equipment and operational costs necessary to complete the service.
    • Not contain conditional discounts or exchange-rate variations.

    Joint Venture Requirements

    Where a bidder submits a quotation as a Joint Venture, the submission must include a comprehensive JV agreement.

    The agreement should clearly address:

    • Financial contributions.
    • Allocation of risks and liabilities.
    • Management responsibilities.
    • Decision-making and consensus mechanisms.
    • Roles of each JV partner.
    • Dispute resolution procedures.

    Preferential Procurement

    The tender is subject to the applicable preferential procurement requirements.

    The stated 80/20 preference system allocates:

    • 80 points for price.
    • 20 points for specified socio-economic goals.

    Tenderers should carefully review the official RFQ documentation to ensure that all preference claims are supported by the required documentation.

    Compliance and Anti-Fronting

    Tenderers must ensure that all ownership and preference information submitted is accurate and verifiable.

    Fronting or any attempt to artificially manipulate ownership structures or other information to obtain preferential points may result in serious consequences, including cancellation of the contract, supplier restrictions and referral to relevant authorities.

    Submission Requirements

    Quotations must be submitted in the prescribed format and placed in a sealed envelope clearly marked with the relevant RFQ reference number.

    Late, incomplete or incorrectly directed submissions may be rejected.
