Tender Description
Transnet SOC Ltd is inviting suitably qualified and experienced service providers to provide pressure testing, temporary replacement, permanent replacement of condemned cylinders and “as and when” refilling of FM200 fire suppression cylinders at Transnet Pipelines (TPL) sites for a period of 12 months.
The appointed contractor will be responsible for maintaining the safety, compliance and operational readiness of FM200 fire suppression cylinders across multiple Transnet Pipelines sites.
The services will include inspection, testing, replacement, refilling, certification and documentation to ensure that fire suppression equipment remains operational and compliant with applicable standards.
Scope of Work
The successful bidder will be responsible for the following:
Inspection and Testing
- Conduct visual inspections of FM200 cylinders.
- Check cylinders for physical damage and corrosion.
- Inspect valves and gauges for proper functionality.
- Verify manufacturing dates and regulatory markings.
- Drain residual FM200 agent where required.
- Clean and prepare cylinders for testing.
- Conduct hydrostatic and pressure testing.
- Perform leak detection in accordance with applicable standards.
Cylinder Replacement
- Provide temporary replacement cylinders where required.
- Permanently replace cylinders that have been condemned or failed testing.
- Replace cylinders only upon the required authorisation.
- Ensure replacement cylinders meet the required technical and safety specifications.
FM200 Refilling
- Refill tested cylinders with the correct quantity and quality of FM200 agent.
- Calibrate gauges where required.
- Verify valve and discharge mechanism functionality.
- Reinstall cylinders and confirm that equipment is operational.
Reporting and Certification
The contractor must:
- Provide detailed service reports for each cylinder.
- Provide SANAS-accredited test certificates.
- Ensure each tested cylinder receives the required retest marking.
- Record cylinder specifications, test pressures, repairs and next-test dates.
- Maintain accurate service and testing documentation.
Collection and Delivery
- Coordinate the collection and return of cylinders.
- Adhere to agreed collection and delivery schedules.
- Perform collection and return activities during standard Monday-to-Friday business hours unless otherwise agreed.
Technical Requirements
- Pressure testing must comply with SANS 18119:2024.
- Pressure testing must be performed at SANAS-accredited facilities.
- Test certificates must contain all required cylinder and testing information.
- Cylinders must have official retest markings.
- The contractor must develop and implement a comprehensive Health, Safety and Environmental Management Plan.
- The plan must comply with the Occupational Health and Safety Act and Transnet contractor requirements.
- Personnel must use the required PPE, including:
- Flame-retardant coveralls.
- Steel-capped safety boots.
- Hard hats.
- Eye and ear protection.
- Personnel accessing restricted Transnet infrastructure must undergo the required security clearance process.
- The contract will operate under the NEC3 Term Service Contract framework.
- Contractors must manage risk registers proactively.
- Weekly cost forecasts must be maintained.
- Contractors must comply with the specified insurance and liability requirements.
Skills and Experience Requirements
Bidders must meet the following requirements:
- Valid SAQCC Fire accreditation covering either fire detection/alarm systems or gaseous fire extinguishing systems.
- Demonstrable experience in hydrostatic pressure testing of industrial gas cylinders.
- Relevant client references confirming previous experience.
- Two key personnel must be nominated for the contract.
- Key personnel must have documented hands-on experience in maintaining and servicing FM200 detection systems.
- Valid CIDB registration.
- SARS tax compliance.
- Good standing with the Workmen’s Compensation Fund.
- Fully compliant Broad-Based Black Economic Empowerment (B-BBEE) documentation.

The successful service provider will be required to comply with relevant industry standards and contractual requirements, including:
- SANS 18119:2024 – requirements relating to inspection and testing of pressurised gas cylinders.
- SANAS accreditation requirements for testing facilities.
- Occupational Health and Safety Act requirements.
- NEC3 Term Service Contract framework.
- Applicable Transnet contractor safety and security requirements.
- Relevant SAQCC Fire accreditation requirements.
