    Project Purpose

    The purpose of this tender is to appoint a suitably qualified electrical contractor from the CIDB database to conduct an emergency assessment of the Pelonomi Theatre Complex.

    The appointed contractor will perform inspection and testing activities to determine the condition, safety, and compliance of the facility’s electrical infrastructure, with the objective of issuing a Certificate of Compliance (CoC) where all requirements are met.

    Scope of Work

    1. Emergency Electrical Assessment

    The contractor will be required to conduct a comprehensive assessment of the electrical installation at the Pelonomi Theatre Complex, including:

    • Inspection of existing electrical systems and installations.
    • Assessment of electrical safety and operational condition.
    • Identification of defects, risks, and non-compliant installations.
    • Verification of compliance with applicable electrical regulations.
    • Preparation of assessment findings and recommendations.

    2. Electrical Inspection and Testing

    The works shall include, but may not be limited to:

    Electrical Installation Inspection

    • Visual inspection of electrical components.
    • Inspection of distribution boards and electrical panels.
    • Checking wiring systems and connections.
    • Inspection of protective devices.
    • Verification of electrical installation condition.

    Electrical Testing

    Testing may include:

    • Continuity testing.
    • Insulation resistance testing.
    • Earth continuity testing.
    • Earth leakage testing.
    • Polarity testing.
    • Verification of protection systems.
    • Functional testing of electrical equipment.

    3. Compliance Verification

    The contractor must:

    • Evaluate the installation against applicable legislation and standards.
    • Identify any unsafe conditions.
    • Confirm compliance requirements for issuing a Certificate of Compliance.
    • Provide details of corrective actions required where defects are identified.

    Applicable requirements may include:

    • Occupational Health and Safety Act requirements.
    • Electrical Installation Regulations.
    • SANS electrical installation standards.
    • Relevant Department of Health facility safety requirements.

    4. Certificate of Compliance (CoC)

    The appointed contractor must:

    • Issue a valid Certificate of Compliance if the installation meets requirements.
    • Complete all required certification documentation.
    • Provide test results and supporting records.
    • Clearly identify any outstanding defects preventing certification.

    5. Reporting and Documentation

    The contractor must provide:

    • Inspection report.
    • Testing results.
    • Compliance assessment findings.
    • List of defects and recommended corrective measures.
    • Certificate of Compliance documentation (where applicable).
    • Supporting technical records.

    Contractor Requirements

    Tenderers must have:

    • CIDB Contractor Grading: 1EB or higher.
    • Qualified electrical personnel.
    • Experience in:
      • Electrical inspections.
      • Electrical testing.
      • Compliance assessments.
      • Issuing Certificates of Compliance.
      • Healthcare or complex building electrical systems.

    Required Skills and Expertise

    The contractor should have:

    • Knowledge of electrical installation regulations.

    Health and Safety Requirements

    The contractor must:
