The Free State Department of Social Development is a provincial government department committed to promoting the well-being of vulnerable individuals and communities through integrated developmental social services. As part of its mandate, the Department is strengthening its internal governance and compliance structures by appointing an Independent Chairperson to lead its Risk Management Committee (RMC). This position plays a crucial role in providing oversight and strategic guidance in risk governance and internal control frameworks.

Responsibilities:
Chair the Risk Management Committee (RMC) and oversee its effective functioning
Support the Chief Risk Officer and guide risk mitigation implementation
Evaluate and monitor risk management strategies for effectiveness
Integrate risk management into departmental planning, reporting, and decision-making processes
Present quarterly Risk Management Reports to the Audit Committee and Accounting Officer
Promote and enhance the department’s risk maturity and governance capabilities
Advise on effective fraud prevention, detection, and investigation measures
Serve as a standing invitee on the Audit and Ethics Committees
Provide strategic leadership to the RMC, set meeting agendas, and ensure active participation of all committee members
Maintain ethical standards and manage potential conflicts of interest
Collaborate with the Committee Secretariat to ensure timely completion of tasks
Convene and chair regular and special committee meetings
Qualifications:
A relevant degree and extensive experience in any of the following:
Risk Management
Financial Management
Compliance
Auditing
Business Continuity
Anti-Fraud and Corruption
Internal Control
Strategic Planning
Strong understanding of relevant legislative and regulatory frameworks, including:
Public Finance Management Act (PFMA)
Treasury Regulations
King IV Report on Corporate Governance
ISO 31000
COSO
Public Sector Risk Management Framework
Prior experience serving on oversight committees (preferably in the public sector)
Must be a member of a recognized professional body (preferably in Risk Management)
Proven leadership, ethics, and governance expertise
Ability to guide strategic risk oversight in a public service context
Term of Office:
The appointment will be for a three-year term, subject to renewal at the discretion of the Department.
