Tender Objective
The Free State Department of Public Works and Infrastructure invites qualified Structural Engineering Consultants to provide professional structural engineering services from Stage 5 (Construction/Contract Administration and Inspection) through Stage 6 (Project Close-Out) for the construction of Morena Tshohisi Moloi II Primary School in Harrismith.
The project is currently approximately 30% complete, and the appointed consultant will oversee the remaining construction activities and ensure successful project completion.
Scope of Services
The appointed Structural Engineering Consultant will be responsible for:
- Providing structural engineering services during the construction phase.
- Contract administration and site inspections.
- Monitoring structural quality and compliance with approved designs.
- Ensuring compliance with engineering standards and safety requirements.
- Managing Stage 5 and Stage 6 deliverables.
- Final inspections and preparation of close-out documentation.
- Assisting with project handover upon completion.

The consultant will oversee the completion of:
- 25 Classrooms
- 3 Grade R Classrooms
- Media Centre
- Science Laboratory
- Administration Block
- Nutrition Centre
- Multipurpose Hall
- Security Room
- Sports Facilities
Minimum Requirements
Applicants must provide:
- Registration with the Engineering Council of South Africa (ECSA) as a Professional Structural Engineer (PrEng).
- Professional Indemnity Insurance with a minimum cover of R5 million.
- Detailed CVs of key personnel.
- Traceable references.
- Evidence of successfully completed similar projects.
- Appointment letters and completion certificates where applicable.
Technical Requirements
The consultant must:
- Perform contract administration and construction inspections.
- Complete all deliverables in accordance with Government Gazette No. 52691 (16 May 2025).
- Develop a project-specific methodology aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM).
- Implement quality assurance and risk management procedures.
- Complete services within the 18-month project period.
Skills and Experience Required
The successful consultant should demonstrate:
- Proven experience on school or public infrastructure projects.
- Strong structural engineering expertise.
- Contract administration and site supervision experience.
- Project scheduling and coordination skills.
- Quality assurance and risk management capabilities.
- Financial stability supported by recent financial statements.
- Excellent communication and stakeholder management skills.
