Job Overview:
The Manager: ATS (FABL) will provide strategic and operational leadership for the Air Traffic Services Unit at Bram Fischer International Airport. The role is responsible for ensuring the safe, orderly, efficient, and predictable provision of air traffic services in accordance with ATNS policies, South African Civil Aviation Regulations (SACARs), and ICAO Standards and Recommended Practices (SARPs).
This position serves as the key business and operational leader for the ATS Unit, aligning local operations with ATNS’s regional strategy, safety standards, and overall business objectives.
Key Responsibilities:
Strategic and Operational Leadership

Align daily ATS operational goals with the ATNS business strategy and performance objectives.

Provide leadership and direction to ensure effective delivery of Air Traffic Management (ATM) services.

Contribute operational insights and recommendations to the development of ATNS’s long-term strategic plans.

Design, implement, and manage the ATS Unit’s business plan and aviation safety strategy.

Drive execution of projects and initiatives within the unit, ensuring delivery within scope, budget, and standards.
Governance, Compliance & Safety

Ensure compliance with ATNS policies, Civil Aviation Regulations, and ICAO SARPs.

Develop, implement, and review ATS Station Standing Instructions, policies, and service level agreements (SLAs).

Oversee Aeronautical Information Management (AIM) functions to support operational efficiency.

Manage and oversee investigations into air traffic incidents and occurrences, ensuring appropriate corrective actions.

Authorize the extension or modification of ATS services for special operations in line with policy and regulations.
Stakeholder & Relationship Management

Build and maintain effective relationships with customers, regulatory bodies, and other ATCC regions.

Facilitate inter-regional coordination and collaboration for improved service consistency.

Support corporate transformation initiatives and promote an inclusive workplace culture.
Innovation & Continuous Improvement

Encourage innovation and identify opportunities to enhance air traffic management efficiency.

Analyse trends, metrics, and performance data to drive operational improvement.

Integrate research and technological developments into the ATS Unit’s operating model.

Evaluate outcomes of new processes and products to ensure ongoing business optimization.
People Leadership & Performance Management

Foster a high-performance culture emphasizing safety, excellence, and teamwork.

Manage ATS Unit performance against strategic objectives and KPIs.

Lead risk management and issue resolution for all ATS-related projects and operations.

Implement robust governance and compliance frameworks for the Unit.
Minimum Qualifications:

Essential: Valid Air Traffic Control qualification (Aerodrome Control and Approach Control).

Preferred: Formal leadership qualification such as a Management Development Program (MDP) or Business Management qualification.

Added Advantage: Postgraduate qualification in Business Management, Aviation Management, Operations Management, or related field.
Minimum Experience:

Minimum 8 years’ experience in Air Traffic Management Operations, including the conceptualisation, design, and implementation of ATS functions.

At least 5 years’ experience at Pool Manager and/or Officer-in-Charge level within a complex ATS/ATM environment.
