Responsibilities:
The Department of Sport, Arts, Culture and Recreation is seeking an experienced and dynamic professional to lead the Directorate: Heritage, Museum and Language Services. The successful candidate will oversee and enhance heritage preservation, museum development, and the promotion of multilingualism and official languages across the Free State Province.
Key duties and responsibilities include:

Manage the overall operations of the Directorate, ensuring that natural and cultural heritage is preserved, promoted, and exhibited across the province.

Develop and implement strategic policies, legislation, and operational frameworks related to heritage and museum services, including provincial regulations and guidelines for the loan, donation, and sale of artefacts.

Guide the application and execution of the Language Act across the Free State, advancing the development of all official languages and fostering multilingualism in both government and civil society.

Establish strong working relationships with civil society organizations, academic institutions, cultural stakeholders, and interest groups to promote collaboration and enhance the reach and impact of heritage and language services.

Coordinate and chair inter-departmental forums such as the Language Forum and the Friends of the Museum, and provide administrative and strategic support to statutory bodies operating in the field of cultural affairs.

Provide expert policy advice and technical support to the Chief Director: Cultural Affairs on matters impacting the directorate, including heritage conservation, museum governance, and language policy enforcement.

Manage and monitor the performance of staff and units within the Directorate, and ensure alignment with the Annual Performance Plan (APP) and the department’s strategic goals.

Oversee the financial, infrastructure, and human resources within the Directorate in accordance with public service regulations and internal controls.

Ensure regular reporting and compliance with performance monitoring systems, and prepare comprehensive quarterly and monthly reports on directorate activities.

Represent the department in provincial and national forums to stay abreast of policy developments and drive alignment with national cultural mandates.

Demonstrate a commitment to ethical leadership and ensure that cultural values, inclusive representation, and transparency are reflected in all directorate operations.
Qualifications:

An appropriate Bachelor’s Degree (NQF Level 7) in Heritage Practice, Heritage Management, Cultural Anthropology, Museum Studies, or a related field.

A minimum of five years’ experience in middle or senior management within the heritage, museum, or language services field.

Completion of the Pre-entry Certificate for the Senior Management Service (Nyukela Certificate) – this certificate must be submitted prior to appointment.

A valid South African driver’s license.

Proven experience managing public sector programmes and resources, including policy development, performance management, and stakeholder engagement.

Strong knowledge of applicable legislation, including the Constitution and policy frameworks affecting heritage and cultural development.
