Responsibilities:
The Deputy Director: Special Programmes will be responsible for the strategic leadership, coordination, and implementation of various special programmes across the Free State Department of Education. This role is pivotal in ensuring that key initiatives related to Youth, Women, Disability, and Quality Learning and Teaching Campaign (QLTC) structures are effectively aligned with provincial and national frameworks. The incumbent will operate from the Office of the MEC and will be tasked with the following key responsibilities:

Manage and coordinate the overall activities of the Special Programmes Sub-Directorate to ensure efficient service delivery and effective communication

Develop and implement departmental policies and strategies that align with national frameworks for special programmes

Facilitate the alignment and execution of action plans for special programmes throughout the department to improve effectiveness

Oversee the establishment and functionality of QLTC (Quality Learning and Teaching Campaign) structures at both provincial and district levels, ensuring their presence and activity in all schools across the Free State

Provide expert advice and monitor the development and implementation of Special Programme Forums within the department to ensure ongoing oversight and performance tracking

Represent the department in provincial and national Special Programme Committees, collaborating with key stakeholders to stay abreast of current developments and advocate for provincial interests

Develop and operationalize policies concerning Youth, Women, and Disability, ensuring their integration into departmental initiatives and activities

Assist departmental line-functionaries in implementing policies and strategies related to Youth, Women, and Disability

Initiate, coordinate, and manage projects and campaigns aimed at advancing the inclusion and empowerment of youth, women, and people with disabilities
-
Monitor and evaluate legislative compliance and the effectiveness of programmes and policies, recommending adjustments and improvements where necessary
-
Lead the monitoring, evaluation, and reporting on progress regarding special programme implementation, particularly in relation to Youth Built and Women’s Built initiatives in partnership with the National Department of Education

Perform overall management of human and financial resources within the sub-directorate to ensure optimal performance and accountability
Qualifications:
-
A relevant Bachelor’s Degree or equivalent qualification (NQF Level 7) as recognized by the South African Qualifications Authority (SAQA)

Minimum of 5 years’ post-qualification experience in managing resources, preferably in a government or education context
-
Strong understanding of legislation relevant to special programmes in the public sector
-
Demonstrated ability to lead cross-functional teams and manage multiple projects with competing deadlines

Valid driver’s license
