Main Purpose of the Position
To manage, monitor, and control the hospital’s asset management function by ensuring effective recording, safeguarding, allocation, tracking, maintenance, inventory control, and disposal of movable and immovable assets in compliance with public sector legislation, policies, and Supply Chain Management (SCM) regulations.
The incumbent will also supervise staff, strengthen asset control systems, manage supplier agreements, and ensure accountability for departmental assets.
Key Responsibilities
1. Asset Register Management
- Monitor and review the capturing of all movable and immovable assets.
- Ensure all assets are accurately recorded in the asset management register.
- Verify asset information for completeness and accuracy.
- Maintain updated asset records in accordance with departmental policies.
- Ensure asset registers comply with legislative and audit requirements.

2. Asset Allocation and Custodianship
- Monitor and review allocation of assets to designated asset holders.
- Maintain records of asset custodians.
- Ensure accountability for assets assigned to employees and units.
- Track movement and transfer of assets within the institution.
- Investigate discrepancies relating to asset ownership and allocation.
3. Asset Monitoring and Verification
- Oversee regular asset verification exercises.
- Conduct periodic inspections and asset audits.
- Verify existence, location, and condition of assets.
- Ensure compliance with asset management policies and procedures.
- Identify missing, damaged, obsolete, or underutilised assets.
4. Physical Asset Management
- Promote implementation of sound asset management practices.
- Ensure effective utilisation and safeguarding of assets.
- Monitor asset life cycles from acquisition to disposal.
- Coordinate asset maintenance and replacement planning.
- Ensure proper tagging and identification of assets.
5. Inventory Management
- Manage inventory control systems.
- Monitor stock levels and inventory records.
- Conduct stock verification and reconciliation exercises.
- Prevent stock shortages and overstocking.
- Improve inventory accuracy and efficiency.
Inventory Oversight Includes:
- Medical supplies and equipment
- Operational stock items
- Consumables and stores inventory
- Hospital assets and equipment
6. Internal Control and Risk Management
- Establish and maintain effective asset control systems.
- Develop mechanisms to prevent:
- Theft
- Asset losses
- Fraud
- Wasteful expenditure
- Misuse of departmental property
- Implement risk mitigation measures.
- Monitor compliance with internal control requirements.
7. Contract Management
- Manage and coordinate contract management activities.
- Monitor supplier and service provider performance.
- Ensure compliance with contractual obligations.
- Track contract deliverables and service standards.
- Maintain contract records and supporting documentation.
8. Service Level Agreement (SLA) Management
- Manage Service Level Agreements with suppliers and service providers.
- Monitor performance against agreed service standards.
- Address contract performance issues.
- Ensure suppliers meet contractual commitments.
- Facilitate contract reviews and renewals where required.
9. Compliance and Governance
Ensure compliance with:
- Asset management policies and procedures.
- Supply Chain Management regulations.
- Treasury Regulations.
- Audit requirements.
- Public sector financial management legislation.
Prepare supporting documentation for:
- Internal audits
- External audits
- Asset verification reviews
- Compliance inspections
10. Staff Supervision and Management
The Assistant Director will:
- Supervise asset management personnel.
- Allocate duties and monitor performance.
- Provide training and guidance to staff.
- Conduct performance reviews.
- Ensure compliance with policies and procedures.
- Promote accountability and service excellence.
11. Reporting and Administration
- Prepare asset management reports.
- Compile inventory and verification reports.
- Report losses, damages, and irregularities.
- Maintain asset management documentation and records.
- Provide management with information for decision-making.
Minimum Requirements
Educational Qualification
Applicants must possess:
- Bachelor’s Degree or equivalent recognised qualification in:
- Logistics Management
- Supply Chain Management
- Commercial Management
- Economics
- Financial Services
- Or a related field
Experience Requirements
Applicants must have:
Supply Chain Management Experience
- 5–7 years relevant experience in a Supply Chain Management environment.
Management Experience
- Minimum of 3 years experience in a supervisory or management role.
Additional Requirements
- Valid South African driver’s licence (excluding persons with disabilities).
- Knowledge and practical experience of LOGIS (Logistical Information System).
- Computer literacy in:
