Main Purpose of the Position
To manage and oversee the Financial Accounting function of the department by ensuring effective revenue management, expenditure management, financial administration, accounting services, compliance with financial legislation, preparation of financial reports, and maintenance of sound financial controls in accordance with the Public Finance Management Act (PFMA), Treasury Regulations, and Public Service financial policies.
Key Responsibilities
1. Financial Accounting Management
- Oversee the department’s financial accounting operations.
- Ensure accurate recording and reporting of financial transactions.
- Manage accounting processes in compliance with applicable legislation and accounting standards.
- Maintain effective internal financial controls.
- Ensure proper financial administration across the department.
2. Revenue Management
The successful candidate will ensure efficient management of departmental revenue functions, including:
- Cashier services.
- Revenue collection and receipting.
- Banking and cash management.
- Debt management and recovery processes.
- Revenue monitoring and reporting.
- Reconciliation of revenue transactions.
- Compliance with revenue management policies and procedures.
Key Revenue Functions
- Monitor revenue collection performance.
- Ensure timely banking of collected funds.
- Manage outstanding debt and collection processes.
- Prepare revenue reports for management.
- Strengthen controls to minimise revenue losses.
3. Expenditure Management
Manage expenditure processes relating to:
Compensation of Employees
- Salary payments.

- Personnel expenditure monitoring.
Goods and Services
- Supplier payments.
- Operational expenditure.
- Contractual commitments.
Transfers and Subsidies
- Verification and processing of transfer payments.
- Monitoring compliance with funding conditions.
Expenditure Reporting
- Expenditure analysis.

- Financial performance reporting.
Responsibilities Include
- Ensuring timely and accurate payments.
- Monitoring expenditure against approved budgets.
- Preventing unauthorised, irregular, fruitless, and wasteful expenditure.

4. Financial Administration and Accounting Services
Provide and oversee:
Ledger Management
- General ledger maintenance.
- Subsidiary ledger reconciliation.
- Account balancing and verification.
Journal Processing
- Reviewing and authorising journal entries.
- Maintaining accounting records.
- Ensuring transaction accuracy.

- Financial transaction processing.

Financial Reporting
- Monthly financial reports.

- Interim financial statements.
- Annual Financial Statements (AFS).

5. Financial Compliance and Governance
- Monitor compliance with:
- Public Finance Management Act (PFMA)
- Treasury Regulations
- Public Service Regulations (PSR)
- Provincial Treasury requirements
- Departmental financial policies
- Identify and address compliance risks.
- Implement corrective measures where non-compliance occurs.
- Support audit processes and financial governance initiatives.
6. Policy Development and Maintenance
- Monitor legislative and policy developments affecting financial management.
- Develop and review financial policies and procedures.
- Ensure financial processes remain compliant with changing legislation.
- Promote best practices in financial management.
7. Financial Monitoring and Reporting
- Monitor departmental revenue and expenditure trends.
- Analyse financial performance information.
- Prepare management reports and recommendations.
- Submit financial reports and plans as required.
- Support executive decision-making through financial analysis.
8. Advisory and Support Services
Provide expert advice and guidance regarding:
- Revenue management procedures.
- Expenditure control processes.
- Financial reporting requirements.
- Compliance matters.
- Financial administration systems.
- Treasury regulations and public finance requirements.
Support programme managers and stakeholders in improving financial management practices.
9. Operational Planning and Management
- Develop and implement the operational plan of the sub-directorate.
- Monitor implementation of operational objectives.
- Report on performance and achievements.
- Ensure alignment with departmental strategic goals.
10. Human Resource Management
The Deputy Director will:
- Supervise and manage staff within the unit.
- Allocate work effectively.

11. Procurement and Asset Management
Oversee procurement and asset management activities within the sub-directorate by:

12. Quality Assurance and Internal Controls
- Develop and maintain effective control systems.

Minimum Requirements
Educational Qualification
Applicants must possess:
- Senior Certificate (Grade 12).
- Bachelor’s Degree or Advanced Diploma (NQF Level 7) in:
- Financial Management
- Accounting
- Financial Accounting
- Finance
- Or an equivalent SAQA-recognised qualification.
Experience Requirements
Applicants must have:
- A minimum of 3 years’ relevant experience in a financial accounting or management accounting environment at a supervisory/management level (Assistant Director level or equivalent).
