Scope of Works:

The appointed service provider will be responsible for the planning, supply, installation, commissioning, and maintenance of various energy efficiency and demand side management solutions over a 3-year period, subject to availability of funds from National Treasury. This includes:

• Project planning and management

• Development and rollout of public awareness campaigns

• Capacity building and training of local personnel

• Implementation of LED lighting, solar PV systems, energy-efficient motors, VSDs, SCADA systems, and related control systems

• Installation of communication and monitoring infrastructure (e.g., metering, fieldbus cabling, sensors)

• Post-installation maintenance and support for 12 months per site

• Compliance with SANS/IEC standards and municipal approval processes

Contract Duration:

36 Months (3 Years)
Subject to availability of funds from National Treasury.

Evaluation Criteria:

80/20 Preferential Procurement Point System

Minimum Submission Requirements:

• Fully completed bid documents (as issued)

• Valid Tax Compliance Status PIN

• Company registration documents

• Proof of relevant technical experience and similar completed projects

• Professional certifications, where applicable

• Methodology, technical proposal, and financial offer

• Project schedule and resources plan

• OHS compliance and safety plan

Technical Requirements:

• Compliance with SANS10142-1:2003 for electrical installations

• Use of certified energy-efficient equipment and materials

• Installation of:

  • LED streetlights, floodlights, solar lighting

  • Solar PV systems, ACs, motors, VSDs, control panels, sensors, SCADA systems

  • Communication and monitoring systems

• Functional and performance testing

• Operator training and technical support

Required Skills and Experience:

• Proven experience in:

  • Energy Efficiency and Demand Side Management projects

  • Electrical and renewable energy installations

  • Community training and capacity development

  • Monitoring systems and SCADA implementation

• Strong project management capabilities

• Demonstrated ability to deliver large-scale municipal or government projects

• Adherence to all relevant OHS, environmental, and procurement regulations

To reduce electricity consumption and improve energy efficiency within Nala Local Municipality through the implementation of modern, sustainable, and reliable energy technologies and strategies.
