Objective
To appoint a qualified service provider to manage electricity disconnections and reconnections, meter monitoring, and related enforcement activities to support revenue collection and electricity supply management.
Scope of Work
The appointed service provider will be responsible for:
Disconnections & Reconnections

Disconnect electricity within 7 days of final warning notice
-
Reconnect within 72 hours of confirmed payment
-
Maintain proper activity records and reporting
Meter Monitoring & Audits
-
Monitor disconnected meters
-
Conduct pre-paid meter audits
-
Identify and report unidentifiable or irregular connections
-
Handle tampered meters (remove illegal devices & report cases)
Revenue Enforcement Support

Deliver final warning notices
-
Maintain full audit trail of activities
-
Submit regular operational reports
Operational Requirements
-
Provide own vehicles, tools, and communication systems
-
Maintain operational office space
-
Operate integrated system software linked with municipal GIS
Technical Requirements
Bidders must provide:

Integrated system software capable of instant execution and GIS integration
-
Public liability insurance of R1,000,000.00 (valid for entire contract)
-
Liability insurance covering damages/losses
-
COIDA registration (within 14 days of appointment)

Compliance with the Occupational Health and Safety Act No. 85 of 1993

Vehicles:

Not older than 10 years
-
Proof of ownership or lease agreement

Personnel & Skills Requirements
The service provider must demonstrate:

Minimum 3 qualified electricians
-
Trade Test or Red Seal Certificate
-
CoC for 3-phase systems
-

At least 3 years’ experience in similar municipal services
-
Minimum 3 contactable municipal references (last 5 years)

Proven experience in:
-
Electricity disconnections/reconnections
-
Water restriction services (advantageous)
-

Capability to manage:

High-volume field operations
-
Real-time monitoring systems
-
Accurate reporting and compliance documentation
