Job Description
ESKOM is seeking a suitably qualified and experienced contractor/service provider for the design, manufacture, supply, installation and commissioning of a Carbon Online CEGRIT Sampler at Lethabo Power Station for a period of two years.
The appointed contractor will be responsible for delivering a complete and reliable online carbon sampling system capable of obtaining representative carbon-in-ash samples under high-temperature and abrasive operating conditions.
The scope includes engineering design, fabrication, quality assurance, site installation, testing and commissioning. The contractor must ensure that all work complies with Eskom’s technical, safety, environmental and contractual requirements.
Responsibilities
The successful contractor will be responsible for:
- Designing and engineering the Carbon Online CEGRIT Sampler system.
- Manufacturing and supplying the required sampling equipment and components.
- Installing and commissioning the complete system at Lethabo Power Station.
- Ensuring reliable and representative carbon-in-ash sampling.
- Applying appropriate engineering principles for high-temperature and abrasive fly-ash environments.
- Conducting thermal and mechanical stress calculations where required.
- Providing technical proposals and supporting engineering documentation.
- Implementing quality assurance and quality control procedures.
- Preparing and maintaining Contract Quality Plans and Quality Control/Inspection and Test Plans.
- Ensuring full material traceability during manufacturing.
- Managing site activities and project deliverables.
- Implementing appropriate occupational health and safety procedures.
- Conducting risk assessments and complying with permit-to-work requirements.
- Ensuring environmental compliance throughout the project.
- Complying with Eskom standards, specifications and contractual requirements.
- Providing all required local content, financial and procurement documentation.
- Supporting testing and commissioning of the installed system.
- Ensuring that the completed installation meets the required technical and performance standards.
Requirements
Experience
- Demonstrated experience in the design, manufacture and supply of relevant sampling systems.
- Experience with fly-ash, CEGRIT, carbon-in-ash or equivalent pneumatic cyclone-based sampling systems.
- Evidence of at least three relevant systems/projects completed within the past 10 years.
- Experience working with high-temperature and abrasive industrial environments.
- Relevant engineering and manufacturing capabilities.
Technical Requirements
- Expertise in isokinetic sampling.
- Knowledge of cyclone separation and sampling technology.
- Experience with probe erosion protection.
- Understanding of sample representativity.
- Ability to perform thermal and mechanical stress calculations.
- Capability to manufacture equipment to required technical specifications.
- Appropriate machinery, inspection procedures and material traceability systems.
Quality Requirements
- ISO 9001 certification or a documented Quality Management System compliant with ISO 9001:2015.
- Contract Quality Plan.
- Quality Control Plan/Inspection & Test Plan.
- Appropriate quality assurance and inspection procedures.
Health, Safety and Environmental Requirements
- Valid COIDA certificate.
- Comprehensive SHE plan.
- CEO-signed Occupational Health and Safety policy.
- Proof of relevant employee competencies.
- Appropriate risk assessments.
- Daily pre-trip/task inspections where applicable.
- Compliance with Eskom’s permit-to-work system.
- Compliance with applicable environmental requirements and site-specific procedures.
- Alignment with relevant ISO 14001 environmental management principles.
Financial and Contractual Requirements
- Minimum CIDB Grade 2ME.
- Latest approved annual financial statements.
- Compliance with Eskom’s supplier requirements.
- Compliance with applicable South African public procurement requirements.
- Compliance with local content declaration requirements.
- Ability to meet applicable performance security obligations.
- Familiarity with NEC contract requirements will be advantageous.
- Compliance with applicable Contract Price Adjustment (CPA) provisions.
