Tender Overview
The Free State Department of Public Works and Infrastructure is inviting Construction Health and Safety Consultants to provide professional services from Stage 5 (Construction Documentation and Management) through to Stage 6 (Project Close-Out) for the construction of Morena Tshohisi Moloi II Primary School in Harrismith.
The appointed consultant will be responsible for ensuring comprehensive health and safety management throughout the final stages of the construction project and ensuring compliance with all applicable legislation, regulations and project requirements.
Scope of Services
The successful consultant will be responsible for:
- Providing construction health and safety services from Stage 5 to Stage 6.
- Implementing and managing health and safety plans throughout construction.
- Conducting regular site inspections and safety audits.
- Monitoring compliance with construction health and safety requirements.
- Preparing and maintaining risk assessments and safety files.
- Coordinating health and safety activities with project stakeholders.
- Ensuring adherence to applicable safety standards and legislation.
- Finalising health and safety documentation for project handover and close-out.
Minimum Requirements
- Registration with SACPCMP as a Professional Construction Health and Safety Agent (PrCHSA).
- Relevant built environment qualification at NQF Level 7 or higher.
- Professional Indemnity Insurance of at least R10 million.
- Proven experience managing health and safety on similar construction or building projects completed within the last 7 years.
- Detailed project experience supported by:
- Appointment letters
- Completion certificates
- Contactable reference letters.
- Detailed methodology aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM).
- Capacity to execute the required services.
- Knowledge of applicable construction health and safety legislation, standards and best practices.
Financial Requirements
Bidders must demonstrate financial capacity to support the project, including:
- Proof of cash flow for at least 3 months.
- Recent financial statements.
- Evidence of financial stability and capacity to deliver the required services.
Required Skills and Experience
- Professional registration with SACPCMP as a PrCHSA.
- Strong construction health and safety management experience.
- Ability to develop and implement comprehensive health and safety methodologies.
- Experience conducting site inspections and safety audits.
- Ability to coordinate health and safety activities among project stakeholders.
- Strong knowledge of construction health and safety legislation and regulations.
- Ability to prepare and manage safety documentation and project close-out files.
