Job Description
The Vaal-Orange Catchment Management Agency is seeking a skilled and experienced Assistant Director: Institutions, Stakeholder Engagement and Governance to support effective stakeholder participation, institutional development and governance within the water-resource management sector.
The successful candidate will contribute to the development and implementation of VOCMA policies and strategies, establish and oversee water management institutions, strengthen relationships with government and non-government stakeholders, and support the transformation and inclusion of historically disadvantaged water users.
Key Responsibilities
- Develop and implement VOCMA policies and strategies.
- Promote the inclusion of marginalised and previously disadvantaged water users and stakeholders in:
- Water tariff determination.
- Water allocation.
- Water reform processes.
- Establish water resource management structures led by VOCMA or in partnership with national, provincial and local government.
- Ensure effective participation of affected and interested stakeholders.
- Facilitate the establishment and effective operation of Water Management Institutions.
- Develop requirements and guidelines for the functioning of water management institutions.
- Perform institutional regulation, monitoring and oversight.
- Review and approve water management institutions’ business plans.
- Monitor institutional operations against annual reports and approved business plans.
- Support VOCMA’s transformation agenda.
- Facilitate access to VOCMA programmes for water users and historically disadvantaged groups.
- Support strategic and business planning processes.
- Supervise staff in accordance with VOCMA policies and procedures.
Minimum Requirements
Applicants must have:
- A Bachelor’s degree or equivalent qualification in Social Sciences or a related field.
- Four to six years’ relevant experience.
- A valid, unexpired driver’s licence.
- Willingness to travel extensively.

- Proven ability to interpret and implement policies and strategies.

- Experience establishing Water Management Institutions, including:
- Water Users Associations.
- Catchment Management Agencies.

- Knowledge of the National Water Act, 1998.

- Strong problem-solving and decision-making capabilities.
- Ability to communicate effectively with diverse stakeholders and communities.
