    Job Description

    The Vaal-Orange Catchment Management Agency is seeking two experienced Control Environmental Officers to support the implementation of the National Water Act and advance Resource Directed Measures (RDM), integrated water resource management and river health monitoring within the Vaal-Orange Water Management Area.

    The successful candidates will provide technical and scientific expertise, coordinate environmental programmes, engage with stakeholders and support the implementation of water resource management initiatives.

    Key Responsibilities

    • Implement the National Water Act, 36 of 1998, with a focus on Resource Directed Measures.
    • Implement the Reserve within the Water Management Area.
    • Implement and coordinate the Adopt-a-River Initiative (ARI).
    • Conduct River Health Monitoring across the Vaal-Orange Water Management Area.
    • Conduct low-confidence Reserve determinations, including the use of hydrological and other relevant models.
    • Organise field trips and prepare supporting technical information.
    • Compile technical and scientific reports.
    • Liaise with the Department of Water and Sanitation on:
      • Adopt-a-River initiatives.
      • Reserve determination and implementation.
      • River Health Programme activities.
      • Other relevant water-resource programmes.
    • Engage with internal and external stakeholders regarding RDM initiatives.
    • Integrate Reserve determinations with other VOCMA functions, including water-use licence applications.
    • Provide technical and scientific support and comments to relevant functions.
    • Develop Terms of Reference (ToRs) and manage Professional Service Providers (PSPs).
    • Participate in staff capacity-building and mentorship programmes.
    • Prepare monthly and quarterly reports.
    • Ensure submissions are completed within prescribed deadlines and Standard Operating Procedures.
    • Manage and support effective financial planning for water resource management.
    • Supervise staff in accordance with VOCMA policies and procedures.

    Minimum Requirements

    Applicants must have:

    • A four-year degree or equivalent qualification in Natural Sciences or Environmental Sciences.
    • At least six years’ post-qualification experience.
    • A valid, unexpired driver’s licence.

    Required Knowledge and Experience

    Candidates should have:

    • Knowledge of the National Water Act and relevant water-related environmental legislation and policies.
    • Sound knowledge of Resource Directed Measures and Integrated Water Resource Management.
    • Knowledge and experience in River Health Monitoring and relevant indices.
    • Knowledge of tools used for Reserve determination.
    • Experience writing and interpreting technical and scientific reports.
    • Project management experience.
    • Proven management and negotiation skills.
    • Ability to work effectively within multidisciplinary teams and with internal and external stakeholders.
    • Computer literacy.
    • Strong written and verbal communication skills.
    • Strong presentation and report-writing abilities.
    • Ability to provide technical and scientific support to other VOCMA functions.
    • Ability to mentor, capacitate and supervise junior staff.
    • Strong interpersonal skills.
    • Ability to engage effectively with communities and stakeholder groups.
