Project Objective
The Electoral Commission seeks a qualified manufacturer to design, produce, package, and deliver approximately 156,300 collapsible cardboard ballot boxes for use at voting stations during the 2026/2027 electoral period.
The ballot boxes must meet strict security, durability, quality, and branding requirements to ensure secure voting processes.
Scope of Work
The successful bidder will be responsible for:
Design and Manufacturing
- Producing collapsible cardboard ballot boxes.
- Ensuring compliance with IEC specifications.
- Printing all required graphics and branding directly onto the boxes.
Packaging
- Packing ballot boxes in bundles of three (3).
- Palletising products according to IEC specifications.
- Labelling all pallets correctly.
Distribution
- Delivering products to designated IEC warehouses across South Africa.
- Meeting all delivery deadlines.
- Providing accurate delivery documentation.
Quality Assurance
- Conducting quality inspections.
- Ensuring all ballot boxes comply with technical specifications.
- Cooperating with IEC audits and inspections.
Technical Specifications
Material Requirements
- Recyclable fluted cardboard.
- Minimum specification:
- 140 liner / 112 flute or equivalent.
- Approximately 450gsm strength.
Dimensions
- Width: 40 cm
- Height: 55 cm
- Tolerance: ±1 cm
Capacity Requirements
Each ballot box must:
- Hold approximately 2,000 folded A4 ballot papers.
- Support an internal load of 25 kg without damage.
- Maintain structural integrity during transportation and use.
Security Features
The ballot box must include:
- Secure sealing mechanism.
- Maximum of three polypropylene locking seals.
- Seal slot measuring approximately 18 cm × 3 cm.
- Sealable ballot insertion flap.
- Design that prevents unauthorised access after sealing.
Ballot Deposit Slot
Must include:
- Clearly marked “Insert Ballot Here” instruction.
- Directional arrow.
- Foldable security flap.
- Ability to seal after voting.
Structural Design
The box must:
- Be easy to assemble.
- Allow efficient stacking.
- Resist deformation and collapse.
- Remain stable during handling and storage.
Branding and Printing Requirements
The supplier must provide:
- Full-colour printing directly on the ballot box surface.
- Electoral Commission logo.
- Three-colour design requirements.
- Printed diagrams and assembly instructions.
- Label block supplied by IEC.
Note: Loose instruction leaflets will not be accepted.
