Tender Description
The Electoral Commission (IEC) invites suitably qualified and approved bidders to submit bids for the supply, delivery and installation of office furniture.
The successful bidder will be responsible for sourcing and supplying the required office furniture, delivering the items to the specified location and completing the installation where required. The tender also places significant emphasis on local content compliance, with bidders required to provide detailed information regarding locally produced goods and imported components.
Scope of Work
The scope includes the complete supply chain and installation process, including:
- Supply of office furniture in accordance with the tender specifications.
- Sourcing and procurement of furniture and related components.
- Delivery of furniture to the required IEC location.
- On-site installation and assembly of furniture.
- Coordination of logistics and delivery schedules.
- Management of suppliers and third-party service providers where applicable.
- Compliance with prescribed local content requirements.
- Identification and declaration of imported content.
- Maintaining accurate financial and procurement records.
- Providing supporting documentation for imported and locally sourced goods.
- Updating local content declarations throughout the contract period where required.
Requirements
Bidders must meet the requirements specified in the official tender documentation, including:
- Be registered and approved to bid on the IEC’s Votaquotes e-Procurement system.
- Place a bid through the Votaquotes system before the applicable deadline.
- Submit all required documentation within the prescribed timeframes.
- Complete the required local content declaration schedules.
- Declare local and imported content accurately.
- Provide supporting documentation for imported goods and components.
- Maintain verifiable records for local and imported content.
- Comply with all applicable procurement and local content requirements.
- Have the capacity to supply, transport and install the required office furniture.
Local Content Requirements
A major component of the tender is compliance with local content requirements. Bidders must provide detailed information showing the proportion of goods, materials, services and work that are sourced locally versus those imported.
The required documentation includes:
- Annexure C: Local Content Declaration – Summary Schedule.
- Annexure D: Supporting schedule relating to imported content.
- Annexure E: Supporting information relating to local goods, services and work.
Bidders may also need to provide supporting evidence such as commercial invoices, bills of entry, exchange-rate information and other documentation required to verify imported content.
Technical and Compliance Requirements
- Local content must be calculated using the prescribed methodology.
- Imported components must be properly identified and quantified.
- Exempt imported content must be declared separately where applicable.
- Freight, customs duties and other applicable landed costs must be correctly accounted for.
- Financial information must be accurate and auditable.
- Records must be maintained throughout the contract period.
- Local content declarations must be updated with actual values where required after award.
Submission Process
Bidders are required to submit their bids through the IEC Votaquotes e-Procurement system.
Bidders must be registered and approved on the system in order to participate. All required documentation must be submitted according to the deadlines specified in the tender documentation and on the Votaquotes platform.
