Job Overview
The Free State Department of Transport is seeking two State Accountants to provide financial accounting, expenditure, revenue, asset, liability and cash-management services.
The successful candidates will be responsible for processing and monitoring financial transactions, managing the General Ledger/GG Account, maintaining asset and lease registers, managing debtors and creditors, monitoring cash and bank transactions, and ensuring compliance with applicable public-sector financial legislation and Treasury requirements.
Minimum Requirements
Applicants must have:
- A Bachelor’s Degree or National Diploma (NQF Level 6) in:
- Financial Accounting
- Financial Management
- Cost and Management Accounting
- Related field
- 3–5 years’ relevant experience.
- A valid driver’s licence.

Key Responsibilities
Asset & Lease Management
- Conduct asset verification for owned and leased assets.
- Regularly update the asset register and lease register.
- Reconcile asset expenditure against the asset register.
- Maintain records of new asset additions.
- Update the lease register when new contracts are concluded or existing contracts are extended.
- Facilitate disposal of unserviceable, redundant, obsolete and lost assets.
- Assist with audit queries relating to assets.
- Ensure the asset register is complete and accurate.
- Assist with leased-asset and disposal-related enquiries.
Financial & Expenditure Management
- Provide expenditure and general payment services.
- Manage creditor and petty cash functions.
- Process overtime, subsistence and travel (S&T), ACB recall and fleet-related transactions.
- Reconcile and process fleet payments.
- Provide bookkeeping and financial accounting services.
- Capture and process transactions on BAS.
Revenue & Debtor Management
- Manage revenue-related functions.
- Manage debtors.
- Provide cashier services relating to public tenders.
- Ensure effective cash and revenue management relating to leased assets.
Cash & Bank Management
- Monitor daily debit and credit transactions on BAS and bank accounts.
- Monitor bank balances and cash flow.
- Monitor monthly budget payments and cash requirements.
- Manage cash and bank-related activities.
GG Account & Treasury Functions
- Manage the GG Account.
- Check and monitor the accuracy of the monthly GG Account.
- Request payments for Free State departments from Treasury.
- Monitor and control asset and liability accounts.
- Ensure clearance of zero accounts.
- Compile and submit Key Control Matrix (KCM) reports to Treasury.
- Compile bank KCM annexures.
Financial Year-End & Reporting
- Assist with monthly and financial year-end (FYE) closure processes.
- Ensure financial records and transactions are accurate and properly processed.
- Assist with audit queries and financial control requirements.
Ideal Candidate
The ideal candidate will be a qualified accounting or financial management professional with 3–5 years’ relevant experience and a solid understanding of public-sector financial processes.
Experience with BAS, PERSAL, PFMA, Treasury Regulations, asset management, expenditure, revenue and cash management will be valuable. Strong numerical ability, accuracy and attention to detail are essential.
