    Tender Description

    SANBI is inviting suitably qualified service providers to undertake the refurbishment of the restaurant veranda at the Free State National Botanical Garden in Bloemfontein.

    The project involves removing and replacing damaged outdoor blinds and shade netting, repainting the supporting steel structures and ensuring that all removed materials are disposed of in an environmentally compliant manner.

    The appointed contractor will be required to coordinate closely with garden personnel to ensure that the work is completed safely, efficiently and with minimal disruption to operations.

    Scope of Work

    The successful service provider will be responsible for:

    • Removing the existing PVC outdoor blinds.
    • Removing the existing green waterproof shade cloth.
    • Supplying and installing new 700g PVC outdoor blinds.
    • Installing blinds with integrated pulley systems.
    • Providing gauze windows as specified.
    • Installing inward-opening mechanisms and side doors.
    • Repainting the existing steel support structure using the specified olive-tint base paint.
    • Ensuring safe and environmentally compliant disposal of removed materials.
    • Coordinating all work with SANBI/garden personnel.
    • Completing the project within the required two-month timeframe.
    • Rectifying defects identified during the 12-month defects liability period.

    Requirements

    Contractor Requirements

    • Minimum CIDB grading: 1GB.
    • Demonstrated experience in similar construction or refurbishment projects within the past five years.
    • At least three verified reference letters detailing previous contracts, contract values and performance.
    • Detailed CVs for key personnel showing relevant qualifications and practical experience.
    • A comprehensive project methodology covering:
      • Work activities
      • Project timelines
      • Deliverables
      • Resources
      • Implementation approach

    Health & Safety Requirements

    The successful contractor must comply with:

    • Occupational Health and Safety Act.
    • Construction Regulations 2014.
    • Applicable SANS standards.
    • Municipal by-laws and other relevant legislation.

    The contractor must provide:

    • Comprehensive Health and Safety Plan.
    • Initial project programme.
    • Security measures.
    • Proof of public liability insurance with a minimum cover of R5 million.
    • COIDA Letter of Good Standing, where required.
    • Other health and safety documentation specified in the tender documents.

    Financial & Technical Requirements

    • Provide a performance guarantee of 10% of the contract sum.
    • Use only new, high-quality materials approved by the Engineer before procurement.
    • Pricing will follow a re-measurement model, with fixed unit rates.
    • Quotations must be VAT-inclusive.
    • Submit a detailed cost breakdown.
    • Provide environmental disposal certificates for removed materials.
    • Achieve a minimum functionality score of 70 out of 100 during evaluation.
    • Comply with applicable B-BBEE preference requirements.
