    Tender Overview

    ACSA intends to appoint a professional engineering consultant to design and manage the reconfiguration of the main electrical substation at Bram Fischer International Airport.

    The project aims to modernize and optimize the substation to safely accommodate:

    • High Voltage (HV) systems

    • Medium Voltage (MV) switchgear

    • Low Voltage (LV) switchgear

    • Constant Current Regulators (CCRs)

    • Uninterruptible Power Supply (UPS) units

    The consultant will oversee the full lifecycle of the project, including design, tender documentation, construction supervision, and close-out — all within a live operational airport environment.

     Tender Description

    The appointed consultant will be responsible for:

     1. Design & Engineering Services

    • Reconfiguration of the electrical substation layout

    • Design of MV/LV switchgear and transformers

    • Integration of CCR and UPS systems

    • Upgrading air conditioning systems

    • Upgrading fire detection and fire suppression systems

    • Compliance with SANS, ICAO, ISO 9001, and ACSA standards

     2. Tender & Contract Documentation

    • Preparation of technical specifications

    • Bills of quantities and cost estimates

    • Contract documentation

    • Evaluation support during contractor appointment

     3. Construction Management & Supervision

    • Contract administration

    • Site inspections and quality control

    • Monitoring contractor performance

    • Managing health, safety, and environmental compliance

    • Ensuring minimal disruption to airport operations

    • Issuing as-built drawings and maintenance plans

     4. Project Lifecycle Management

    The consultant will manage all stages:

    1. Inception

    2. Concept & viability

    3. Detailed design

    4. Documentation & procurement

    5. Construction supervision

    6. Project close-out

    The professional services contract duration is 24 months.

     Technical Requirements

    Bidders must:

    • Provide full professional engineering services

    • Demonstrate experience with MV substations (6.6kV – 44kV)

    • Have managed projects exceeding R9 million

    • Comply with ACSA Project Management Manual

    • Ensure adherence to SANS, ISO, ICAO, and aviation standards

    • Implement strict SHE (Safety, Health & Environmental) compliance

    • Work effectively in a secure, live airport environment

     Skills & Experience Requirements

    The successful bidder must provide:

    Professionally Registered Experts (ECSA or equivalent)

    • Electrical Design Engineers

    • Project Managers

    • Civil Engineers

    • Mechanical Engineers

    • Structural Engineers

    • Architects (where required)

     Proven Experience

    • Substation design and upgrades

    • Contract management & supervision

    • Airport or high-security infrastructure projects

    • Infrastructure design and construction oversight
