Tender Overview
The Department of Employment and Labour is seeking to appoint a qualified security service provider to render guarding and related security services at four Labour Centres within the Free State Central Cluster for a period of 36 months.
The purpose of the contract is to ensure the safety of personnel, visitors, government assets, and facilities, and to maintain secure operational environments at all listed offices.
Tender Description
The successful bidder will be responsible for:
Security Guarding Services
Deployment of trained and qualified security personnel
Access control and visitor management
Protection of staff, clients, and assets
Monitoring and reporting of incidents
Prevention of unauthorized access
Site Coverage
Security services must be provided at:
Botshabelo Labour Centre
Bloemfontein Labour Centre
Zastron Labour Centre
Petrusburg Labour Centre
Services must be coordinated across all sites for the full 36-month contract period.
Technical Requirements
Bidders must:
Comply with all applicable security industry regulations and standards
Ensure personnel are properly trained and certified
Include all delivery and operational costs in the pricing
Submit separate pricing schedules if required per location
Adhere strictly to service commencement timelines
Provide full documentation as required in the tender data
Skills & Experience Requirements
The successful bidder must demonstrate:
Experience in providing security services to government or similar institutions
Capacity to deploy and manage multiple security sites
Knowledge of relevant legislation (e.g., PSIRA compliance, labour laws)
Ability to manage staffing, logistics, and incident reporting
Strong operational and supervisory capabilities
Objective of the Project
Ensure safe and secure working environments
Protect public assets and government property
Minimize security risks and incidents
Provide professional, compliant, and reliable security services for 3 years
