Tender Overview
The Development Bank of Southern Africa is inviting a suitably qualified contractor to undertake the repair of structural defects and replacement of buildings in unsatisfactory condition at Popano Secondary School on behalf of the Free State Department of Education.
The project aims to improve the safety, functionality and compliance of the school’s infrastructure and provide safe, quality educational facilities.
Scope of Work
The project may include:
- Repair and reconstruction of existing structures.
- Repairs to foundations, walls, roofs and floors.
- Construction of new brickwork and masonry.
- Installation of timber roofing according to engineer specifications.
- Installation of electrical, water, sewer, stormwater and fire protection systems.
- Provision of furniture, fixtures and equipment.
- Construction of walkways, driveways and stormwater channels.
- Installation and repair of fencing.
- Demolition of unsatisfactory buildings and structures.
- Asbestos removal where applicable.
- Implementation of health and safety and environmental controls.
- General site management and related construction works.
Technical Requirements
The successful contractor must comply with:
- JBCC Principal Building Agreement, Edition 4.1, March 2005.
- Relevant South African National Standards, including applicable SANS 1200, SANS 1921 and SANS 2001 standards.
- Engineer specifications and statutory requirements.
- Occupational Health and Safety Regulations.
- Environmental management requirements, including waste disposal, asbestos handling and pollution control.
- Requirements for structural, architectural, electrical, plumbing and fire protection installations.
Skills and Experience Requirements
The contractor must demonstrate:
- Proven experience in structural repairs and building reconstruction.
- Experience in infrastructure upgrades, preferably in educational or similar facilities.
- Capacity to manage complex demolition, asbestos removal and new construction projects.
- Strong knowledge of South African construction standards and regulations.
- Effective site management and subcontractor coordination.
- Ability to prepare and implement:
- Health and safety plans.
- Risk assessments.
- Quality control procedures.
- Environmental management measures.
- Capacity to manage procurement and deliver projects within budget and required timelines.
- Compliance with local labour and enterprise development requirements.
Required Professional Expertise
The project requires suitably qualified professionals, including:
- A SACPCMP-registered Construction Manager.
- A qualified Health and Safety Officer.
- Other relevant specialists as required for the project.
