     Job Overview

    The Chief Skills Development Officer is responsible for managing and coordinating skills development programs within the department to ensure a capable and trained workforce.

    The role combines policy development, HR strategy, training management, and quality assurance in alignment with the Skills Development Act and public service regulations.

     Job Description

    This position involves developing, reviewing, and monitoring HRD policies and strategies, coordinating skills development programs, performing skills audits, and implementing quality assurance for training initiatives. The role also includes managing resources, staff performance, and discipline to ensure effective service delivery.

     Key Responsibilities

     Policy & Strategy

    • Develop and review policies and directives for HRD and skills development

    • Provide inputs into departmental HRD strategies

    • Ensure alignment of skills development programs with organizational goals

     Training & Skills Development

    • Manage, coordinate, and roll out skills development programs

    • Apply skills audit methodology to identify gaps in occupational classes

    • Ensure training programs provide measurable value and outcomes

    • Facilitate and moderate training sessions

     Quality Assurance & Administration

    • Perform quality assurance on implemented training programs

    • Ensure compliance with DPSA compulsory development training programs and NSG registration processes

    • Report on training outcomes and provide policy development recommendations

     Resource & Staff Management

    • Manage unit resources, including human resources

    • Monitor performance, implement discipline, and ensure excellent service delivery

     Minimum Requirements

     Qualifications

    • Matric

    • Graduate qualification at NQF 7 in Human Resource Management, Human Resource Development, Public Management, or Public Administration

    • Occupationally Directed Education, Training and Development Practitioner (ETDP) certificate

     Experience & Skills

    • Knowledge of Skills Development Act, Public Service Regulations, HRD Strategic Framework

    • Knowledge of Public Service Act, Labour Relations Act, National Qualifications Framework Act, and relevant SETAs

    • Understanding of public sector supply chain management and labour relations processes

    • Experience in skills audits, training facilitation, and moderation

    • Strong report writing, analytical, presentation, research, and communication skills

    • Computer literacy and ability to work under pressure

    • Valid driver’s license
