Job Overview
The Chief Mechanical Engineer is a senior technical specialist position responsible for providing professional mechanical engineering leadership and oversight within the Free State Department of Health. The role focuses on the development, implementation, and monitoring of mechanical engineering standards, systems, and infrastructure to support safe, compliant, and efficient healthcare service delivery.
The position ensures that mechanical engineering installations and equipment across health facilities meet legislative, safety, quality, and operational requirements, while also driving innovation, feasibility analysis, and capacity development.
Key Responsibilities
Engineering Standards & Technical Oversight

Develop, interpret, and customise functional and technical norms and standards from an engineering perspective.

Provide professional mechanical engineering input into departmental infrastructure and service delivery initiatives.

Compile technical briefing documents and engineering specifications.
Design, Implementation & Commissioning

Investigate mechanical engineering installations and equipment.

Undertake engineering design work and implement corrective measures where required.

Oversee the construction, installation, and commissioning of mechanical engineering systems.

Ensure quality assurance and compliance with applicable standards and regulations.
Innovation, Research & Feasibility

Investigate innovative service delivery mechanisms and conduct feasibility studies.

Conduct research and literature reviews to stay abreast of new technologies and best practices.

Assess the viability and feasibility of geographic information management and engineering systems.
Compliance & Governance
-
Ensure compliance with relevant legislation, regulations, and prescripts, including PFMA, Treasury Regulations, and OHS requirements.

Support adherence to departmental supply chain, asset management, and infrastructure governance frameworks.
People & Resource Management

Manage human and financial resources within the mechanical engineering function.

Mentor and develop candidate engineers.

Contribute to performance management and professional capacity building.
Job Requirements
Qualifications & Professional Registration
-
Matric.
-
Degree in Engineering at NQF Level 7, recognised by SAQA.
-
Current registration with ECSA as a Professional Mechanical Engineer or Professional Electrical Engineer (2025/2026).
-
Minimum of 6 years’ post-qualification experience.
Mandatory Requirements

Valid driver’s licence.
